Project Description

The primary purpose of the three year, $6 million, USAID-funded TLM Market Systems Development Activity is to strengthen the market system for teaching and learning materials and increase the quantity, quality, affordability, and accessibility of books and other reading materials (physical and digital) in schools, homes, and communities, contributing to improved reading outcomes. The project will have a main office in Kigali.

Position Description

The Chief of Party (COP) will be responsible for the strategic direction, coordination, and management of the TLM Market Systems Development Activity, including oversight of financial and overall contract management. The COP will serve as the principal interlocutor with USAID/Rwanda and key stakeholders within USAID implementing partners; development partners; the Government of Rwanda; civil society organizations, and relevant private sector organizations, as appropriate. The COP will ensure the Activity meets stated results as per its goal and objectives and responds to reporting requirements in a timely manner. The COP has the leadership role in coordination among various partners, subcontractors, and grantees, ensuring an integrated vision across Activity components and objectives.

Please Note: This position is not eligible for relocation or posting allowances and the salary will be paid in Rwandan franc.

Qualifications

The candidate for the position of Chief of Party shall have at a minimum the following qualifications:

Education:

Bachelor’s degree in education, public administration, international development, business administration, or another social science is required. Master’s degree preferred.

Skills and Experience:

  • Minimum 10 years of progressively responsible experience in leadership positions in education sector development assistance activities, preferably with programs of similar size and scope;
  • Demonstrated professional experience in early grade reading, book and education material provision, supply chain management/strengthening, government capacity/system strengthening, or related field;
  • Prior experience as Chief of Party, Deputy Chief of Party, or similar role;
  • Knowledge of USAID approaches and regulations;
  • Experience within Rwanda/Central Africa;
  • Strong communication and presentation skills;
  • Demonstrated private sector engagement experience preferred;
  • Demonstrated leadership and management skills. Ability to work in across different cultures and manage diverse teams to deliver impact within agreed timelines; and
  • Strong interpersonal skills, including diplomatic communication and the ability to build positive relationships with government and development partner representatives.

Language:

Fluency in English is required. Knowledge of Kinyarwanda preferred.
