Project Description

The primary purpose of the three year, $6 million, USAID-funded TLM Market Systems Development Activity is to strengthen the market system for teaching and learning materials and increase the quantity, quality, affordability, and accessibility of books and other reading materials (physical and digital) in schools, homes, and communities, contributing to improved reading outcomes. The project will have a main office in Kigali.

Position Description

The TLM Market Facilitation Specialist reports directly to the Chief of Party and will provide technical leadership on market systems development approaches to stimulate demand for books and other Teaching and Learning Materials (TLMs) and provide coaching and capacity strengthening to enhance the private sector’s ability to respond to demand from the Government of Rwanda and from the retail and consumer markets.

Qualifications

The candidate for the position of TLM Market Facilitation Specialist shall have at a minimum the following qualifications:

Education:

A Master's Degree in a relevant field of study preferred; Bachelor's degree in a relevant field of study required.

Skills and Experience  

  • At least seven years of experience in facilitating business development support activities within the book supply sector in Rwanda;
  • In depth-knowledge of the constraints and opportunities facing the Rwandan TLM market;
  • Proven skills in strategic planning, management, supervision, and budgeting;
  • Proven ability to develop and communicate a common vision among diverse partners and the ability to lead multi-disciplinary teams;
  • Proven experience in facilitating relationships with private and public sector partners;
  • Experience in managing book supply or value chains in Rwanda preferred;
  • Experience within Rwanda/Central Africa;
  • Evidence of strong communication skills, both interpersonal and written, to fulfill the diverse technical and managerial requirements of the Activity. This includes presenting to the Government of Rwanda and and other stakeholders the vision and progress of the activity towards achieving its goals; and
  • Experience working in African book/publishing sector and educational systems essential.

Language:

Fluency in English is required.
