Job Description
The purpose of the five-year, $85 million, USAID Partnerships for Educational Progress (Partnerships) Activity is to strengthen the higher education system to address Egypt’s development priorities. Through partnerships with the Ministry of Higher Education and Scientific Research (MOHESR), Egyptian higher education institutions (HEIs), and the private sector, the Partnerships Activity will accelerate the MOHESR’s vision to transform Egypt’s public HEIs into world class, market-relevant centers of learning that prepare and connect Egyptian students to the workforce.
The activity will achieve this purpose through the following three results:
- Higher education entities strategically plan, manage, and monitor an effective higher education system;
- HEIs deliver high-quality, inclusive, market-relevant, interdisciplinary education that facilitates graduates’ employability; and
- HEI campuses provide inclusive access to a modern environment equipped with new technologies and scientific resources.
Position Description
The Monitoring, Evaluation, and learning (MEL) Manager will be dedicated to the activity full-time. This individual will provide technical leadership to the timely capture and communication of program results and ensure high-quality, timely, valid, and verifiable data collection, reporting, analysis, and learning. They will be responsible for ensuring the creation of a comprehensive strategy for monitoring, evaluation, and learning for the Partnerships activity. The MEL Manager will oversee a rigorous system of data collection and management that supports the activity’s senior management to assess performance and make evidence-based decisions about technical direction.
The candidate for the position of Monitoring, Evaluation, and learning Manager shall have at a minimum the following qualifications:
Qualifications
Education:
Bachelor degree (advanced degree preferred) in international relations and/or development, economics, statistics, data analytics, or a related field of study.
Skills and Experience:
- Eight years of experience in monitoring and evaluating higher education and/or capacity strengthening activities;
- Progressive professional experience in monitoring and evaluation positions;
- Demonstrated ability to work collaboratively with institutional and private-sector partners and stakeholders;
- Experience working with and supporting government counterparts;
- Experience training partner organizations and/or staff in MEL concepts and activities;
- Strong data analysis and report writing skills.
- Demonstrated experience in monitoring results and indicators;
- Experience with electronic data collection and analysis required;
- Experience with qualitative and quantitative data analysis methods and tools, such as SPSS, QDA Miner, etc. preferred;
- Expertise in data visualization preferred;
- Practical knowledge of MS Word, Excel, Outlook;
- Experience with USAID reporting requirements preferred;
- Ability to prioritize and manage activities with minimal supervision;
- Strong communication and interpersonal skills;
- Must be able to work independently, and within a team in a cross-cultural setting, negotiate diplomatically, and function well under pressure to meet deadlines.
Language:
Fluency in written and spoken English, additional fluency in Arabic is preferred.
