Project Description

The purpose of the Partnerships Activity is to strengthen the higher education system to address Egypt’s development priorities. Through partnerships with the Ministry of Higher Education and Scientific Research (MOHESR), Egyptian higher education institutions (HEIs), and the private sector, the Partnerships Activity will accelerate the MOHESR’s vision to transform Egypt’s public HEIs into world class, market-relevant centers of learning that prepare and connect Egyptian students to the workforce.

The activity will achieve this purpose through the following three results:

1. Higher education entities strategically plan, manage, and monitor an effective higher education system;

2. HEIs deliver high-quality, inclusive, market-relevant, interdisciplinary education that facilitates graduates’ employability; and

3. HEI campuses provide inclusive access to a modern environment equipped with new technologies and scientific resources.

Position Description

The Chief of Party (COP) will be dedicated to this activity full-time, have overall responsibility for the activity, and serve as the principal institutional liaison to USAID/Egypt. They will be responsible for overall technical direction and strategic oversight of the activity.

The candidate for the position of Chief of Party shall have at a minimum the following qualifications:

Qualifications

Education:

Master’s degree in education, organizational development, management, development studies, international affairs/relations, or another relevant field.

Skills and Experience:

  • A minimum  of 8 years of progressively responsible experience in senior program management involving the administration of multi-faceted, international donor-supported programs with skills in strategic planning, management, and supervision;
  • Demonstrated ability to provide oversight of local capacity development efforts, including working with local partners, HEIs, and the private sector, to ensure adherence to all sub-award requirements;
  • Proven ability to communicate a common vision among diverse partners and the ability to lead multi-disciplinary teams. Experience working with host government ministries is strongly preferred;
  • Evidence of strong interpersonal and communication skills, both oral and written, to fulfill the diverse technical and managerial requirements of the agreement;
  • Experience managing programs in the MENA region.

Language:

Fluency in English is required. Fluency in Arabic is preferred.
