Job Description

The primary purpose of the Advancing Youth Leadership activity is to enhance the capacity and leadership of youth, including those from marginalized groups, to fully participate in socio-political life, to address local development issues, and to increase civic participation.

Position Description

The Chief of Party (COP) will be responsible for the strategic direction, coordination, and management of the Advancing Youth Leadership Activity, including oversight of financial and overall contract management. The COP will serve as the principal interlocutor with USAID and key stakeholders within USAID implementing partners; development partners; the host government; civil society organizations, and relevant private sector organizations, as appropriate. The COP will ensure the Activity meets stated results as per its goal and objectives and responds to reporting requirements in a timely manner. The COP has the leadership role in coordination among various partners, subcontractors, and grantees.

Qualifications

The candidate for the position of Chief of Party shall have at a minimum the following qualifications:

Education:

Master’s degree in a social science, law, or other relevant field.

Skills and Experience:

  • 15 years of progressively responsible international experience managing similar programs;
  • Demonstrated technical expertise managing and leading large civic engagement programs, soft-skill development, civil society strengthening, human rights, democracy and/or governance programs;
  • Demonstrated experience in maintaining relationships with a broad range of stakeholders such as host government counterparts, development partners, implementing partners, civil society organizations, and private sector entities;
  • Demonstrated experience with capacity development of civil society/NGO partners preferred;
  • Experience leading youth programs and/or working with youth populations preferred;
  • Demonstrated capabilities in high-level strategic vision, innovative programming, and ability to lead a multidisciplinary team required;
  • Demonstrated experience with gender and social inclusion approaches required;
  • Experience working in Cambodia preferred; and
  • Demonstrated experience working in Southeast Asia preferred.

Language:

Fluency in English is required.
