Job Description

The Monitoring, Evaluation and Learning team in the International Development Division has an opening for an International Technical Associate (II), reporting to a Senior International Technical Advisor in Washington, D.C. This position may be located in Washington, DC, Waltham, Mass, or telecommuter.                                                        

This individual will help to build the knowledge base for EDC’s global portfolio of development projects by providing on-going technical assistance and capacity building in monitoring, evaluating and conducting relevant research on EDC’s portfolio of projects in basic education, health, and youth development in Africa, Asia, Eastern Europe, the Middle East and Latin America.

POSITION SUMMARY

In particular, the Monitoring and Evaluation International Technical Associate II will be responsible for providing key technical assistance to global projects, including setting up and maintaining project monitoring and evaluation (M&E) systems, including databases, conducting data analysis, preparing reports, and presenting findings to stakeholders. They will be expected to work closely with other technical team members and with project management and technical staff, and travel to projects as needed. S/he will participate in business development and collaborate with EDC’s Youth, Basic Education and Health teams to improve coordination of M&E systems across projects. They will have the opportunity to join internal and inter-organizational working groups, including with donors such as USAID, to advance technical work in measurement areas of interest.  The Technical Associate will be encouraged to publish research derived from projects and cross-project initiatives.

ESSENTIAL FUNCTIONS

The International Technical Associate (II) independently provides technical support to project staff in the US and abroad, including:

  • Monitoring technical compliance
  • Research, analysis, and synthesis
  • Documenting
  • Managing data
  • Preparing recommendations
  • Drafting technical reports
  • Writing and developing materials
  • Disseminating information, including website content
  • Developing presentations
  • Managing administrative technical procedures
  • Identifying & recruiting technical consultants; developing their scope of work
  • Assisting with design and implementation of monitoring and evaluation systems
  • Recommending efficiency improvements or future focus areas
  • Drafting sections of proposals
  • Participating in decisions concerning training content and format

The International Technical Associate (II)

  • Coordinates technical tasks
  • Coordinates quality assurance
  • Facilitates project teamwork and feedback exchanges
  • Troubleshoots complex problems, proposing initiatives and recommending or negotiating solutions
  • Trains, supervises, and provides guidance or technical direction to junior staff; often coordinates work of less experienced staff
  • Acts as technical liaison between home offices and field-based staff
  • Travels

Qualifications

This position requires educational achievement; excellent writing skills; demonstrable initiative, creativity, and flexibility; ability to work independently and effectively in groups; and strong interpersonal & organizational skills. Specific requirements:

  • Master’s degree
  • PhD in a related field preferred
  • With Master’s degree, 4–6 years related technical experience relevant to the project, programs and operations
  • With PhD, 1–3 years related technical experience relevant to the project, programs and operations
  • Some prior project technical leadership experience preferred
  • Demonstrable organizational and troubleshooting skills
  • Strong analytical skills and aptitude for details
  • Proficiency in French, Spanish, or Arabic is required
  • International experience
  • Experience in quantitative and qualitative data analysis
  • Experience with electronic data collection tools, such as ODK, Kobo, STG, Qualtrics
  • Experience with SPSS, R preferred
  • Experience with data visualization tools, such as Power BI preferred.

This position offers an anticipated annual base salary range of approximately $61,000 to $89,000. Salary offers are made based on market analysis and internal equity.
