Job Description
Position Summary:
The Leading through Learning Global Platform (LTLGP) Project is currently seeking a Network and Hub Development Director (International Technical Advisor II). The LTLGP Network and Hub (NetHub) Director is a member of the projects’ senior leadership team and will oversee the functioning of LTLGP’s learning networks and regional hubs. The person in this position will supervise Learning Network Leaders (LNLs) and regional hub management teams and work with them to assure that each learning network and hub develops and represents the interests, priorities and needs of its constituency. The NetHub Director will guide LNLs and Regional Hub Coordinators to facilitate membership growth and smooth network functioning. They will coordinate between the various hubs and learning networks, and LTLGP’s senior management team, as well as USAID. Specific expectations are detailed below. This role is part-time at 60% level of effort. Candidates interested in full-time work may inquire about other opportunities within EDC.
Background: About the Leading through Learning Global Platform:
The Leading through Learning Global Platform (LTLGP) is a USAID program designed to significantly contribute to the establishment and expansion of a global education learning system for USAID and its partners. In this way, LTLGP not only enhances education program quality; it further positions USAID as a thought leader in knowledge management for development. Essential stakeholders of the system include USAID Washington, DC and Mission education teams; US, international, and locally based implementing, research partners, donor and private sector partners; international and local representatives of other global/regional education networks; and partner country government and local representatives.
LTLGP is structured as a distributed network of 3-6 regional hubs, currently including one hub in the Latin America and Caribbean region and one hub in the Africa region and one DC-based hub representing cross-regional aspects of education. Through hubs, regionally-based members have the opportunity to access, build and share knowledge to address local needs while at the same time benefiting from and contributing to a global community of learning. The hub structure creates a platform through which participants in multiple regions and/or countries can identify and share local needs, interests, knowledge products and expertise and benefit from knowledge that is created and shared from other regional hubs, including USAID Washington. Each hub houses local “chapters” of technically-focused Learning Networks (LNs). LTLGP’s Learning Networks represent USAID’s three priority areas in education and include the Global Reading Network (GRN), the Education in Crisis and Conflict Network (ECCN), and the Higher Education Learning Network (HELN).
Essential Functions:
As a member of the senior leadership team the NetHub Director will:
- Work with Project Director and Associate Project Director to advance the strategic vision for LTLGP’s Learning Networks and Regional Hubs.
- Collaborate to identify strategic challenges and opportunities for LTLGP and develop approaches for addressing them.
- Collaborate to develop, clarify and communicate project-wide and/or NH-specific management processes and systems that facilitate the ability of learning networks (LNs) and hubs to accomplish their strategic outcomes and activities; oversee NH implementation of these processes and systems as relevant
As the director of the NetHub team the NetHub Director will:
- Together with the Project Director and Associate Project Director, provide support to Learning Network Leaders and Regional Hub Coordinators to:
- Oversee learning network and hub management and progress toward their strategic outcomes; problem-solve within Nethub (NH) team and/or with LTLGP senior leadership as needed
- Coordinate communication and planning, as relevant, across LNs and hubs
- Oversee and coordinate NetHub completion of key LTLGP management and planning deliverables such as work plans, quarterly and annual reports, CIES planning, etc.
- Oversee and coordinate the cross-cutting activities portfolio in the LTLGP work plan
- Support the recruitment of new LN or hub staff
- Manage or participate in specific technical or strategic activities as described in the LTLGP workplan.
- Work with Learning Network Leaders, Hub Coordinators, and LTLGP senior leadership in representing LTLGP, LNs and Hubs with other prominent global and regional networks, donors and technical actors.
- Other assigned tasks consistent with role.
Qualifications
- MS/MA Degree or equivalent combination of training & experience required in a related discipline and 7 years or PhD and 5 years in education, international development, public administration or related fields; or Bachelor’s Degree and 12 years of relevant experience
- 5 years of experience designing, implementing and/or managing USAID education projects in one or more of LTLGP’s priority education areas (Foundational Skills, Education in Crisis and Conflict, Higher Education).
- 3-5 years of experience in managing or supporting aspects of learning networks and/or other multi-stakeholder alliances in one or more of LTLGP’s priority education areas (Foundational Skills, Education in Crisis and Conflict, Higher Education)
- 3-5 years of experience managing and/or supporting USAID education programs
- Experience living and/or working in one or more of LTLGP’s priority regions (currently, LAC or Africa)
- Experience with strategic planning and partnership development
- Demonstrated experience/skills in collaborating with multiple stakeholders in complex, fast-moving environments
- Experience in staff management, coaching and mentoring
- Excellent communication skills
- Strong organizational skills
- Demonstrated experience working and contributing to cross-functional teams
