Job Description

The International Development Division has an opening for an International Procurement Manager, reporting to the Director of Field Operations for the International Development Division.  The International Procurement Manager will support procurement activities for EDC's international projects, which focus on basic education, youth and workforce development, and global health.  The international division has 30+ projects in developing countries in Asia, Africa, the Middle East, and Latin America.

Essential functions:

  • Provides end-to-end procurement support to international offices in preparation of solicitation documents, development of technical specifications, oversight of the evaluation process, coordination of approvals, and purchase order review and preparation
  • Manages the development of the project annual procurement plan that is linked to the approved work plan and budget
  • Conducts regular meetings with international offices to monitor the status of ongoing and planned procurements
  • Assists international offices by providing procurement problem solving and troubleshooting for all types of situations that may arise. 
  • Maintains a comprehensive procurement filing system that includes quotations/proposals, evaluation documents, approvals, purchase order and correspondence for all procurements
  • Provides procurement and operational support to the startup of new projects and will travel internationally as required to establish procurement processes and provide hands-on procurement assistance .  

Qualifications

This position requires educational achievement; excellent writing skills; demonstrable initiative, creativity, and flexibility; ability to work independently and effectively in groups; and strong interpersonal & organizational skills.

Specific requirements:

  • Experience working with USAID-funded projects is required
  • Bachelor’s degree
  • Master’s degree strongly preferred
  • At least 8 years experience in financial management, preferable conducting international procurement in non-profit environment
  • Knowledge of USAID procurement rules and regulations
  • Demonstrated ability to solve complex procurement issues
  • Ability to take initiative and to manage multiple tasks with competing deadlines; attentiveness to detail
  • Fluency in French preferred
