Project Description ​​​​​

The goal of the USAID Teacher Excellence Initiative Activity project is to improve the quality and relevance of teacher preparation in Egyptian public universities so that current and future primary school teachers have enhanced skills to increase student learning and advance the Ministry of Education and Technical Education’s (MOETE) reform. The activity will achieve this goal through the following results:

  • At least 7,500 pre-service teachers in undergraduate programs at Faculties of Education in five Egyptian universities have the skills and knowledge to apply practice-based, experiential teaching methods in the classroom. 

  • 5,000 in-service teachers in postgraduate programs at Faculties of Education in 15 Egyptian universities apply practice-based, experiential teaching methods in the classroom. 

  • 50 Government of Egypt personnel from the MOETE, the Ministry of Higher Education and Scientific Research (MOHESR), and the Supreme Council of Universities demonstrate improved capacity to jointly plan, manage, and adapt teacher education. 

Job Description

The Office and Human Resources Manager will lead all aspects of the Human Resources (HR) function, which will include recruitment, onboarding, performance management, training, administering pay, benefits and leave, and enforcing EDC policies and practices. The successful candidate will be  a conceptual thinker with outstanding relationship building, cross-functional communication, and conflict management skills.   

The incumbent must exhibit strong decision-making skills and have experience with Egyptian local labor laws, employee relations, talent acquisition, onboarding, offboarding, training, and overall personnel management. The Office and Human Resources Manager is expected to be comfortable managing grey areas and introducing processes and technology solutions in order to streamline and strengthen HR’s ability to be an agile partner to the organization. The Office and Human Resource Manager will handle sensitive and confidential documents and information and dealings with co-workers and EDC partners with the highest level of professionalism.  S/he will also maintain close communication with the technical team and operational and financial staff to ensure support for implementing program activities.  S/he will ensure the efficient operation and management of the office.  The Office and Human Resource Manager will be responsible for supervising the IT Support Specialist, Administrative Assistant, Receptionist, Office Assistant and Drivers and report to the Director of Finance, Operations and Administration. This is a full-time position based in Cairo, Egypt. 

The Office and Human Resource Manager’s responsibilities will include, but are not limited to: 

Human Resources: 

  • Under the oversight of the Director of Finance, Operations and Administration, ensure that all employee relations procedures including disciplinary actions, employee counseling, dispute resolution, and separation procedures are handled promptly, professionally, and in compliance with EDC policies and Egyptian labor law; 
  • Serve as the main liaison with EDC Home Office Human Resources team; 
  • Manage all employment actions including recruitment, hiring, new employee orientation, performance management, capacity building activities, employment agreement drafting and renewals, disciplinary process, and separations;  
  • Work with local and Home Office leadership to set local recruitment, onboarding, and training initiatives to maximize staff productivity; 
  • Act as a trusted and strategic advisor to leadership in all matters related to Human Resources management; 
  • Establish and maintain effective working relationships with staff members at all levels; 
  • Monitor employee relations practices and proactively coach managers and staff to ensure a productive work environment; 
  • Ensure HR record keeping is accurate and up to date as per EDC guidelines; conduct frequent HR record audits with assistance from Home Office team members when needed; 
  • Manage staff benefits procurement (in conjunction with procurement team), renewals and, reconciliations; 
  • Administer all staff benefits programs, enrollments, changes, removals; and maintain appropriate documentation; 
  • Support monthly payroll as appropriate, including management of leave requests, timesheet reconciliations and all payroll records; 
  • Conduct onboarding and off-boarding meetings; orientations and exit meetings, assigning and collecting project equipment, keys, phones, and other materials as appropriate; 
  • Track all performance evaluations to ensure timely completion, accuracy, and fairness in accordance with EDC policies and procedures; 
  • Keep up to date with local labor laws and support revision of employment documents and manuals to ensure EDC’s compliance with local laws and regulations. 

Office Management: 

  • Oversees IT Support Specialist, Administrative Assistant, Receptionist, Office Assistant and Drivers;  
  • Provides guidance and oversight to the Administrative Assistant to address office needs, maintenance requests from staff and oversee overall office operations; 
  • Oversees filing of important office and operational documentation; 
  • Participates in regular planning meeting activities with technical team, as appropriate, for seamless administrative and logistical support and problem solving; 
  • Sets up operational procedures in compliance with EDC policies, USAID regulations rooted in effective management practice in close cooperation with the  and EDC Home Office support staff; 
  • Identifies and addresses areas of risk and operational inefficiencies and flags these to project leadership; 
  • Develops performance improvement plans for office operational procedures, as needed; 

Qualifications

The candidate for the position of Office and Human Resources Manager shall have at a minimum the following qualifications: 

Education:  

Master’s degree in Human Resources, Business Administration, or related field. 

Skills and Experience:  

  • A minimum of 7 years of progressive experience in Human Resources and Office Management; 
  • Strong knowledge of Egyptian labor regulations;  
  • Demonstrated experience managing the entire employee life cycle (hire, onboard, train, performance management, employee relations, and separations); 
  • Demonstrated leadership skills as it relates to HR initiatives;  
  • Experience leading the entire recruitment cycle, conducting market scans and managing external talent acquisition resources, such as contractors; 
  • Demonstrated ability to exercise sound judgment, and handle highly confidential information appropriately; 
  • Experience managing an office with oversight to ensure office needs are met and technical activities are supported: 
  • Ensures that office operations are in compliance with policies and procedures;  
  • Ability to work independently and collaboratively within a cross cultural setting, negotiate diplomatically, and function well under pressure; 
  • Supervision experience required;  
  • Excellent verbal and written writing skills; 
  • Strong interpersonal & organizational skills; 
  • Excellent analytical skills and aptitude for details; 
  • Proficiency with MS Word and MS Excel required;  
  • Knowledge of USAID regulations preferred. 

Language:  

Fluency in Arabic and English is required.
