Job Description

The Leading through Learning Global Platform project in EDC’s International Development Division has an opening for Associate Director (International Technical Advisor I) of Evidence and Learning. The Associate Director of Evidence and Learning may be based out of any of EDC's offices or a remote hire, and is not restricted to Waltham/Washington, DC. 

POSITION SUMMARY

The Associate Director,  Evidence and Learning works closely with the Director of Evidence and Learning, USAID counterparts, and researchers to generate evidence in education to inform and improve education program quality. 

The  Associate Director, Evidence and Learning sits within the Evidence and Learning (E&L) Team on the USAID Leading through Learning Global Platform (LTLGP) activity, a global education learning system implemented by EDC. As a member of the E&L team, the Associate Director’s main responsibility is to provide technical oversight and leadership on an annually-determined set of education research activities, with the current set including activities on gender and education, disability inclusive pre-primary education, higher education scholarship evaluations, effective resources and programmatic approaches developed during COVID-19, and more. 

The Associate Director liaises with USAID subject matter experts and implementing researchers to ensure quality delivery of learning materials, such as reports, analyses, guidance documents, toolkits, and evidence syntheses. The Associate Director also works with others on the Leading through Learning team, particularly with the Learning Network Leaders for three USAID Leading through Learning Networks and Regional Hubs (ECCN, GRN, and HELN; LAC and Africa) and the Professional Development and Communications teams.  The Associate Director will  facilitate the sharing of evidence and learning with education stakeholders, including USAID Missions, implementing partners, and others.

LEVEL OF EFFORT

The position of Associate Director for Evidence and Learning is a 75% position.  

ESSENTIAL FUNCTIONS

The individual in this position is expected to effectively draw on and impart technical expertise in the field of education to the benefit of evidence generation and learning for USAID and its stakeholders. In adherence to EDC policies & procedures, this individual is expected to carry out the functions listed below:

  • Oversee the timely delivery of research activities implemented by consultants

  • Provide technical insights on the subject matter for each activity

  • Monitor activity progress 

  • Coordinate input on technical documents

  • Collaborate with team members to ensure quality product development and dissemination

  • Liaise with Leading through Learning Network and Regional Hubs, Communications and Professional Development teams as needed to ensure that knowledge products are finalized (e.g., editing, layout, and design) and disseminated (e.g., web events, newsletters, and posts)

  • Communicate effectively with research consultants and USAID counterparts 

  • Troubleshoot complex problems and take initiative to negotiate solutions 

The person in this position will also contribute to the success of Leading through Learning by

  • Participating in internal and external team meetings, as needed

  • Providing status updates and communicating about activity milestones

  • Contributing to overall team strategy and work plan

  • Supporting activity budget management, reporting, and administrative/contractual procedures

Qualifications

This position requires educational achievement; experience in education program delivery and management globally, understanding of global education mechanisms, knowledge of research and evidence platforms and actors, excellent writing skills; demonstrable initiative, creativity, and flexibility; ability to work independently and effectively in groups; and strong interpersonal & organizational skills. Specific requirements:

  • With a Master's degree, 8 years related experience, including technical experience with USAID-funded projects.

  • Knowledge of best practices and demonstrated experience in education programming are required, particularly with foundation skills i.e., literacy and numeracy. 

  • 5 years experience leading research or program implementation work in the education technical areas, such as gender, disability, inclusion, primary through higher education, distance learning, and education finance.

  • Strong verbal and written communication skills.

  • Professional proficiency in English, and at least one other language of our regional hubs desired, Spanish, French, or Portuguese.

This position offers an anticipated annual base salary range of approximately $74,000 to $100,000. Salary offers are made based on market analysis and internal equity.
