The overall goal of the upcoming five-year USAID-funded Early Childhood Education (ECE) activity is to increase the effectiveness of the early childhood education system and improve early learning and holistic development outcomes for preschool aged children (ages 3-6+) in Ethiopia. The specific objective is to strengthen the system’s capacity to provide quality, play-based ECE at the federal, regional, woreda, kebele and household levels, increasing early learning opportunities for pre-school aged children that support their holistic development (with special attention to those affected by crisis and conflict, including refugees and IDPs, returnees, and those in host communities).

Position Description

The Monitoring, Evaluation and Learning Advisor will provide overall technical oversight and guidance to the Ethiopia ECE Activity’s monitoring, evaluation, and research efforts. They will be responsible for technical and management monitoring of program implementation and outcome and impact level indicators. They will take a leadership role in coordination among USAID and key constituencies, and other implementing partners on matters related to monitoring and evaluation.

 

The Monitoring, Evaluation and Learning Advisor will demonstrate strong management and technical skills, as well as the ability to work in complex environments, work across different cultures, and manage a small team to deliver impact within agreed timelines.

Please Note: This position is not eligible for relocation or posting allowances and the salary will be paid in Ethiopian birr.

Qualifications

The candidate for the position Monitoring, Evaluation and Learning Advisor shall have at a minimum the following qualifications:

Education:

Master’s degree in relevant field required; PhD preferred.

Skills and Experience:

  • At least 8 years of progressively responsible monitoring and evaluation experience;
  • Senior level supervisory experience in designing, implementing, and overseeing measurement, evaluation, and learning activities within the education sector;
  • Experience developing project M&E results frameworks and data collection systems to monitor results and indicators for USAID-funded projects;
  • Proven experience conducting quantitative and qualitative data analysis using state-of-the-art statistical tools (i.e. Stata, SPSS, Nvivo, etc);
  • Experience with data interpretation and use of visualization tools such as dashboards, infographics and thematic mapping;
  • Demonstrated experience in program evaluation related to its quantitative and qualitative objectives against results;
  • Strong research and quantitative skills to lead case studies;
  • Excellent analytical skills and strong aptitude for details;
  • Capacity to work in difficult conditions and function well under pressure and hard deadlines;
  • Experience developing or adapting M&E tools for crisis and conflict settings is preferred and
  • Relevant M&E experience in East Africa; M&E experience in Ethiopia is highly preferred.

Language:

Fluency in English is required.
