Project Description

The overall goal of the upcoming Strengthening Accountability in Ghana’s Education Systems activity is to strengthen the accountability of the Ministry of Education (MoE) and its agencies and School Management Committees (SMCs) for improved education services and outcomes, using a behavioral science approach.

Position Description

The Deputy Chief of Party, Technical (DCOP-T) will be based in Accra and will lead the technical program planning across all project offices for timely development of goods and delivery of services, including annual work planning and progress reporting.  The DCOP-T acts as the Chief of Party (COP) in the absence of the COP and is responsible for management of the technical activities and implementation of the project. As head of the program team, this person will oversee project implementation and directly supervise the senior technical advisors. The DCOP-T will also engage with MOE counterparts and other stakeholders to effectively co-design SAGES activities in coordinate with MOE for the integration and alignment of project approaches, resources and products. The DCOP-T contributes to the timely submission of all required technical deliverables and reports and dedicates their efforts to ensuring that the contract is implemented according to the technical stipulations in this statement of work and in conformity with the agreed-upon, finalized work plan.

Qualifications

The candidate for the position of DCOP-Technical shall have at a minimum the following qualifications:

Education:

Master’s Degree in education, management, social sciences or development studies is required. Specialty in early grade reading or another pedagogically-oriented area is desired.

Skills and Experience:

  • Minimum of 10 years of relevant experience (8 years with a PhD).
  • At least 6 to 8 years of experience leading or supporting high-quality education for development activities is required, preferably in primary education.
  • Minimum 5 years of senior program management experience, including direct supervision of professional and support staff required.
  • Demonstrated experience working in the education sector, including at the national level, in Ghana.
  • Demonstrated work experience in policy advocacy, monitoring and oversight, and/or capacity development in the education sector.
  • Demonstrated ability to work with different teams, including government and private sector stakeholders, project staff at the national and local levels, international staff, and consultants.
  • Prior experience with USAID-funded programs is preferred.

Language:

Fluency in English (written and spoken) is required.
