Project Description

The Partnerships for Productivity (PADU) is a five-year activity to enhance private sector investment in vocational training programs through partnerships among private sector firms and government-owned vocational training centers (i.e., Balai Laithan Kerja/BLK). The activity will facilitate/catalyze the establishment of partnerships to improve the quality of the vocational training programs to address skills gaps in the labor market, develop capacity of government institutions and the private sector to improve labor market information systems and services and promote utilization of tax deduction incentives for the private sector.

Position Description

The Public-Private Partnership Engagement Lead will provide technical leadership for component one: Building of partnerships between the private sector and vocational training centers (Facilitation of creation of effective partnerships between private sector firms/companies and vocational training centers (i.e., Balai Latihan Kerja or BLKs) to address market-relevant skills gaps.)

The ideal candidate will be a dynamic individual with demonstrated knowledge of work force development, public-private-partnerships, positive youth development, capacity building and will possess the ability to respectfully collaborate with individuals from diverse backgrounds. 

Functional Responsibilities

  • Provide overall strategic guidance and technical oversight to advance the activity’s approach to building relationships and linkages between BLKs and private sector businesses.
  • Guide technical-staff on essential components of PPP, workforce development, and addressing market relevant skills gaps between BLK short courses and private sector needs.
  • Supervise the production of activity-supported materials, trainings, and workshops
  • Contribute to the design and implementation of the project’s learning agenda;
  • Work with home office experts and local partners to ensure activity relevance and quality; and quality;
  • Other duties, as assigned.

Please Note: This position is not eligible for relocation or posting allowances and the salary will be paid in Indonesian rupiah.

The candidate for the position of PPP Engagement Lead shall have at a minimum the following qualifications:

Qualifications

Education:

Master’s or bachelor’s degree with equivalent experience in a field relevant to workforce development, vocational education or business administration.

Skills and Experience:

  • A minimum of 8 years of experience of progressively responsible leadership in public-private-partnerships (PPP), workforce development or TVET/BLK capacity development required;
  • Experience developing PPP strategies with host country governments, vocational training centers and private sector firms.
  • Experience working on USAID or other international donor workforce development or PPP activities desired;
  • Experience leading skill gap analysis, tracer studies
  • Knowledge of:
    • Indonesian vocational training/BLK system
    • Indonesian Ministry of Manpower workforce development strategy
    • Indonesian private sector landscape
  • Demonstrated ability to collaborate with government, vocational training centers and private sector; and
  • Experience working in complex, crisis or fragile environments.

Language:

Fluency in English and Bahasa Indonesia is required.
