Job Description

EDC's International Development Division has an opening for a Procurement Manager (FMII), reporting to the Director of Field Operations.  The Procurement Manager will support procurement activities for EDC's international projects, which focus on basic education, youth and workforce development, and global health.  The international division has 35+ projects in developing countries in Asia, Africa, the Middle East, and Latin America.  This is a full-time position and the candidate can work out of the Washington, DC or Waltham offices.

ESSENTIAL FUNCTIONS

The person in this position is expected to communicate clearly and courteously; to develop and maintain positive relationships with clients, consultants, collaborators, co-workers, field sites, and funders; and to work respectfully with EDC colleagues. The job requires adherence to EDC policies & procedures.

Under the leadership and oversight of the Director of Field Operations, the Procurement Manager will directly support the procurement of goods and services based on project requirements and activities, while ensuring procurements are complaint, within budget, provide best value, and on-time.

The Procurement Manager:

·       Manages the development of the project annual procurement plan that is linked to the approved work plan and budget

·       Conducts regular meetings with project field offices to monitor and update the procurement plan to ensure timely procurements

·       Provides end-to-end procurement support to international field offices in preparation of solicitation documents, technical specifications, the evaluation process, approvals, and purchase order preparation

·       Assists field offices by providing procurement problem solving and troubleshooting for situations that arise in the field

·       Coordinates between the field office and home office contacts to ensure funder approvals are in place prior to preparation of the purchase order

·       Ensures that projects are using the standard procurement templates and provide guidance to how to use such templates as required

·       Trains and continuously mentors field staff to ensure that procurement is conducted in accordance with the Policies & Procedures Manual and client/sponsor rules and regulations

·       Maintains a comprehensive procurement filing system that includes quotations/proposals, evaluation documents, approvals, purchase order and correspondence for all procurements

·       Provides procurement and operational support to the startup of new projects and will travel internationally as required to establish procurement processes and provide hands-on procurement assistance

·       Perform vendor research related to product comparisons and pricing data; identify cost saving measures for bulk purchases

·       In coordination with the Director of Field Operations and the Office of Sponsored Programs, develop systems and reporting (metrics) on procurement activities

·       Identify ways to improve international procurement on large and complex programs funded by USAID and other donors

·       Assist in the develop of procurement templates and procurement policies for field offices

Qualifications

This position requires educational achievement; excellent writing skills; demonstrable initiative, creativity, and flexibility; ability to work independently and effectively in groups; and strong interpersonal & organizational skills. Specific requirements:

• Bachelor’s degree

• At least 6–8 years’ of procurement experience, preferable conducting international procurement in non-profit environment

• Experience working with USAID or donor-funded projects preferred

• Knowledge of donor procurement rules and regulations

• Demonstrated ability to solve complex procurement issues

• Ability to use and develop management and tracking systems

• Experience training staff on procurement processes/regulations preferred

• Ability to take initiative and to manage multiple tasks with competing deadlines; attentiveness to detail

·  Strong communication skills

·  Fluency in French preferred
