Job Description

The upcoming LEARN to Read activity will provide technical assistance to states of the Nigerian federation with the greatest need to improve learner reading outcomes to expand their early grade reading in languages children use and understand. Nigerian students will also enroll in, regularly attend, and stay in school, particularly in grades 1 through 3. The activity will take an integrated approach by working with and through the systems of select states, local government education authorities (LGEAs), and schools to effectively leverage their financial, human and materials resources to increase equitable access to education and to improve students’ reading outcomes.

Position Description:

The Early Grade Reading Policy Specialist (EGRPS) will work with State and Federal counterparts to analyze research and evaluation results vis a vis early grade reading, identify policy needs and gaps uncovered by this analysis and develop supportive policies to improve EGR performance in legacy, launching, technical assistance states and at the federal level.

The candidate for the position of Early Grade Policy Reading Specialist shall have at a minimum the following qualifications:

Qualifications

Education:
Master’s degree in early grade reading. Doctorate preferred.

Skills and Experience:

  • A minimum of 10 years of experience supporting early grade reading projects;
  • Knowledge of and experience using reading assessment tools, particularly EGRA, LIMA, ASER, and other tools;
  • Thorough knowledge of best reading practices and pedagogy;
  • Familiarity with USAID’s Reading Matters Conceptual Framework;
  • Implementation experience of this Framework is a plus;
  • Knowledge of/experience in Nigeria, a plus;
  • Proven record of capacity building in EGR assessment, instruction, and best practices;
  • Knowledge of and experience supporting book supply chain analyses and materials distribution preferred.

Language:
Fluency in English is required.
