Job Description

The International Development Division has an opening for a International Monitoring and Evaluation Specialist:  Research Assistant (II) reporting to a Research Associate II in Washington, DC or Waltham, MA (currently work from home). This position will support monitoring and evaluation of international projects in basic education, youth and workforce development and health, with a focus on francophone Africa. 

Tasks may involve international travel.  Excellent qualitative and/or quantitative data analysis skills, as well as strong writing skills in English are required.  French language skills are required.            

ESSENTIAL FUNCTIONS

The International Monitoring and Evaluation Specialist:  Research Assistant (II) will participate in the implementation of monitoring and evaluations of projects; will provide technical support to monitoring, evaluation, and learning project implementation teams; and, support business development opportunities, as needed.

Under management guidance, the International Monitoring and Evaluation Specialist:  Research Assistant (II) will support the following technical and program activities:

  • Providing input on the development of M&E resources, such as evaluation and research designs, sampling plans, survey instruments and protocols, and work plans;
  • Supporting in-country MEL training and Short-Term Technical Assistance needs on projects and ensure that these needs are met; provide training on MEL activities as needed;
  • Supporting the development and implementation of M&E plans;
  • Supporting the use of data management systems from development to data entry as well as queries and reporting;
  • Supporting qualitative & quantitative investigation efforts;
  • Conducting research & analysis, using independent judgment in consultation;
  • Drafting, revising internal reports on collected data;
  • Helping to prepare reports for donors, as needed;
  • Documenting & cataloguing;
  • Maintaining records;
  • Preparing recommendations;
  • Disseminating information and research including: presentations and brownbags;
  • Development and proposal assistance.

The International Monitoring and Evaluation Specialist:  Research Assistant (II)

  • Facilitates project teamwork; engages collaboratively in feedback;
  • Leads specific administrative tasks;
  • Assists with quality assurance;
  • Provides logistical support;
  • Coordinates project monitoring and evaluation tasks, and liaises with field staff;
  • Trains field staff; may provide direction to support staff;
  • May be expected to travel.

Qualifications

This position requires educational achievement; excellent writing skills; demonstrable initiative, creativity, and flexibility; ability to work independently and effectively in groups; and strong interpersonal & organizational skills. Specific requirements:

  • Bachelor’s degree or equivalent combination of education & experience, including training in statistics, and qualitative and quantitative research methodologies;
  • Master’s degree or equivalent combination of training & education in a related field preferred;
  • 3–5 years related research, education or administrative coordination, requiring experience with computer applications (including databases) and Internet research;
  • Experience working in international development in the areas of youth workforce development, basic education, and/or health preferred, including experience in fieldwork in developing countries;
  • Familiarity with statistical software packages (e.g., SPSS, R, SAS, or Stata);
  • Knowledge of mobile data collection methods, cloud storage, and data visualization is preferred; experience with Power BI is a plus;
  • Knowledge of relational databases and creating SQL queries is a plus;
  • Familiarity with Kobo Toolbox, Qualtrics, CommCare or similar surveying software is a plus;
  • Knowledge of USAID procedures and regulations is a plus;
  • Professional working proficiency in French is required.
