Project Description

The Accelerating Work Achievement and Readiness for Employment (AWARE3) activity is intended to prepare Indonesian youth for full engagement in the emerging digital economy. In partnership with USAID and J.P. Morgan Foundation (JPM), Education Development Center (EDC) will implement AWARE3 to strengthen local education systems and private sector engagement (PSE) while nurturing soft and technical skills and assets demanded by high-growth industry partners (e.g., collaboration, literacy) among Indonesian youth.

Position Description 

The Jakarta-based Country Manager is responsible for managing the demand-led technical training, as well as implementation of EDC's Work Ready Now! (WRN!) curriculum at 25 Sekolah Menengah Kejuruans (SMKs, or vocational high schools) in Greater Jakarta. The incumbent will be expected to work in close collaboration with the Thailand-based Chief of Party, as well as the home office-based Project Director and Project Coordinator.

Engaging and partnering with industry is a key component of AWARE3’s model. Therefore, the incumbent will be expected to manage the relationships with a diverse array of stakeholders, including private sector partners, industry associations, education and training institutions, and ministry officials in Indonesia. The individual must be an informed advocate for EDC and represent the organization and project in meeting with these stakeholders.

Essential Functions

The Country Manager’s specific responsibilities will include, but are not limited to:

  • Manage and monitor delivery of the EDC’s WRN! Skills training program, and AWARE3’s work-based learning activities (such as virtual industry class model) and ICT technical skills training activities at partner SMK schools in Jakarta
  • Plan for program training needs, including School Manager and Teacher recruitment, training activities, and professional development/support
  • Provide ongoing technical support and monitoring to SMK teachers in Jakarta responsible for administering the AWARE3 model
  • Develop and implement strategies for strengthening collaborative partnership networks in Indonesia, including SMK schools in Jakarta, employers, and local government counterparts with respect to program formation and capacity building for SMK teachers
  • Support development of an Industry Class Development Toolkit to document and systematize the process for scale
  • Organize and facilitate regular meetings in Jakarta with key project stakeholders comprised of teachers, business representatives, and government education officials
  • Manage Memoranda of Understanding (MOUs), agreements, and Contracts that define roles and expectations between partners SMK schools, Jakarta Education Agency (JEA), Matata and local employers
  • Liaise with SMK school teachers in Jakarta to monitor students' progress and coordinate logistical and programmatic needs; collect learner assessment data from schools
  • Prepare periodic progress reports and annual reports showing achievements against set targets

 

Other Responsibilities:

  • Participate in inter-agency coordination meetings, and special activities or events as appropriate, representing and advocating for EDC and the project
  • Participate in internal administrative and operational meetings, with active and regular communications with the project team and HO
  • Facilitate arrangements for organizing meetings, trainings and workshops
  • Manage the adaptation and localization of the WRN! curriculum and WBL instructional materials for the Indonesian context (as needed)
  • Organize and co-facilitate adaptation workshops and Training of Trainers workshops (ToT) of the WRN! curriculum and Industry Class development toolkit with school managers (as needed)
  • Perform other duties as may be assigned

Qualifications

  • Bachelor’s degree and 6 – 7 years of related experience, preferably in education, instructional technology, curriculum development, or other related disciplines.
  • At least 4 years of work experience in curriculum development, instructional design, workforce development, preferably in an NGO, international organization or business.
  • Extensive experience and involvement with developing curricula or training materials to meet SMK needs in Indonesia and/or in comparable nations.
  • Experience and/or training in career guidance and counseling or human resources management desired.
  • Experience managing teams and/or individuals.
  • Must have experience working with youth and teaching or facilitating experience.
  • Has experience in using active learning teaching methodologies.
  • Computer literacy, preferably including database applications, online learning systems, and knowledge of website management.
  • Excellent communication and report writing skills, experience in proposal writing is an advantage.
  • Strong interpersonal communications, negotiation, diplomacy, presentations skills and experience working in a multi-cultural environment.
  • Ability to work independently and as part of a team.
  • Ability to work on multi-tasks and to meet deadlines.
  • Fluent in Bahasa Indonesia and English.

This is a local hire position and is open to Indonesian citizens and non-citizens with valid work authorization. A competitive benefits package and salary will be provided in local currency. This is a full-time position for 12 months with the possibility of extension based on availability of funding.
