Job Description

EDC is preparing a proposal for the upcoming, five-year, $25 million, Shobai Miley Shikhi (“Everyone Reads Together”) Activity. The activity aims to improve learning outcomes for children with disabilities (CWDs) in Government Primary Schools in Bangladesh. To achieve this objective, the activity will primarily strengthen government service delivery of disability-inclusive education and create inclusive school environments and instruction for children with disabilities to improve learning outcomes.  The Activity will support a small number of private schools and models will also be tested to identify approaches through the non-formal system (non-formal education centers, community groups, etc.) to improve learning outcomes for CWD’s. Through this activity, children with disabilities will gain life skills, and the foundational literacy and numeracy skills necessary to advance through the school system and be better equipped to obtain better economic opportunities upon completing their education.

Position Description

The Monitoring and Evaluation (M&E) Specialist is responsible for providing overall leadership, coordination and technical supervision of the monitoring, evaluation and learning activities for the activity. The candidate will also lead the continuing refinement of the project's results-based M&E System, responsive to evolving programmatic design and implementation strategies. The M&E Specialist will work closely with the Database Manager to ensure that data collection and data storage meets data quality standards, liaising with the EDC Home Office M&E Advisor on all data quality, analysis, and reporting issues, as needed. The M&E Specialist will report to the Chief of Party.

Essential functions include (but not limited to):

  • Establish, implement, and update monitoring and evaluation system for all sites; 
  • Manage and implement the research agenda, including both operational research and rolling assessments as well as other as-needed activities to support learning; 
  • Design and implement M&E design, tools, protocols, and data collection processes;
  • Coordinate and assist in data collection by other project staff members or stakeholders, providing training and logistical support, as needed;
  • Oversee data processing, including data transfer, entry, verification and cleaning; 
  • Generate data and other reports and presentations in compliance with USAID procedures and agreements in the award;
  • Oversee Database Manager’s work on the M&E database setup and management including preparation of reports; 
  • File forms according to security and compliance protocols; 
  • Conduct regular data verification and quality assurance checks, as per approved plans;
  • Manage internal communication on M&E progress and results; 
  • Manage temporary M&E staff or consultants;  
  • Provide other support to M&E team as needed; and 
  • Other duties, as assigned.

Please Note: This position is not eligible for relocation or posting allowances and the salary will be paid in Bangladeshi Taka.

Qualifications

The candidate for the position of Senior Monitoring and Evaluation Specialist shall have at a minimum the following qualifications:

Education:

A minimum of a Bachelor’s degree (or foreign equivalent) in education, public/business administration, international relations, other social sciences, or a similar relevant field. Master’s degree is desired.

    Skills and Experience:

    • At least six years’ experience with performance monitoring, monitoring and evaluation, or operations research related to education in development work;
    • At least four years monitoring and evaluating education sector programs;
    • At least two years’ experience working with national/local institutions’ Education Management Information Systems;
    • Demonstrated experience in monitoring results and indicators of education quality, learning outcomes, access, retention, and community engagement;
    • Competency in descriptive and inferential statistics, including experience with statistical software (e.g., SPSS or Stata, as well as Excel);
    • Experience in qualitative research design, data collection, and analysis; and
    • Knowledge of database management.

    Language:

    Professionally proficient and fluent in written and spoken English. Fluency in Bangla is desired.
