Project Description

The goal of the five-year, USAID-funded Integrated Child and Youth Development (ICYD) Activity is for Ugandan children and youth, especially the most vulnerable, to receive the support and services necessary to lead resilient, healthy, and productive lives. The ICYD Activity is expected to achieve the following:

  1. Children and youth have improved learning outcomes;
  2. Children and youth are safe and healthy in their community and learning environments; and
  3. Youth practice positive behaviors and are able to make informed decisions about their lives and relationships.

This Activity will address the mutually reinforcing relationship between improving learning outcomes and improving wellbeing and employ a comprehensive approach that merges PEPFAR/OVC’s strengths in acute vulnerability stabilization with education’s broad protective effects. ICYD will also strengthen relevant Ugandan government systems and targeted NGO service providers to more effectively and efficiently deliver Early Grade Reading, OVC and Youth Development services. 

Job Description

The Institutional Development Advisor (IDA) is a full-time position reporting to the Chief of Party and is based in Kampala, Uganda. The Institutional Development Advisor (IDA) will:

  • Establish and lead system strengthening and institutional development for the ICYD Activity, with a focus on government systems to improve the quality of EGR and Child Protection;
  • Provide oversight and coordination of ICYD’s institutional development interventions  aimed at improving the quality of EGR and  OVC service delivery/Child Protection;
  • Facilitate institutional and capacity assessments;
  • Support the development of a capacity building framework and action plans for ICYD Primary Local Partners; 
  • Support organizational development needed to transition local partners implementing OVC activities to direct USAID funding;
  • Coordinate high-level targeted technical assistance to select organizations that are currently USAID direct receipts for OVC/Child Protection programming;
  • Facilitate the sharing of best practices on institutional development; 
  • Identify and promote national and district level coordination mechanisms, based on stakeholder analysis and system mapping, including the establishment of the National ICYD Steering Committee;
  • Identify and establish district level mechanisms to promote regular review of ICYD results and plans;
  • Work with District structures to integrate ICYD activities into district plans and budgets;
  • Develop process for establishing and monitoring Memorandum of Understanding (MoUs) between ICYD and local government authorities including technical ministries;
  • Support dissemination and implementation of the National Child Policy within the ICYD activities;
  • Work with relevant technical advisors and government entities to develop strategies to institutionalize continuous professional development practices established under ICYD, including pre- and in-service training for teachers, qualification and certification of social workers and para social workers;
  • Institutionalize selected practices in data collection, review and use for monitoring and program improvement at multiple levels (school, community, district, zonal, national);
  • Collaborate with the Private Sector Engagement Specialist in strengthening government capacity to engage the private sector in long term support to education and child protection.

 

Please Note: This position is not eligible for relocation or posting allowances and the salary will be paid in Ugandan Shillings.

Qualifications

The candidate for the position of Institutional Development Advisor shall have at a minimum the following qualifications:

Education: 

Master’s degree in one or more of the following: public administration, organizational development, project management, education, social work, with experience in primary education, child protection and/or youth development. In circumstances where a candidate possesses exceptional relevant experience but lacks a graduate degree, relevant post-education experience will be considered in lieu of a Master’s degree.

Skills and Experience: 

At least twelve (12) years’ experience in teacher development and or social services systems reform, preferably in Uganda. Demonstrated experience assessing institutional capacity of a range of stakeholders including national and local governments, civil society organizations, and faith-based organizations. 

  • Demonstrated experience in design and delivery of plans for improving capacity and performance, including targeted Technical Assistance, coaching and mentoring, and partnerships, within the context of project planning, implementation, M&E and specific technical interventions;
  • In-depth understanding key functional areas that contribute to improved systems, including collaboration and partnerships, governance, monitoring and evaluation, contracting, finance and administration as well as quality service delivery;
  • Broad knowledge of Government of Uganda (GOU) structures involved in primary education, child protection and the roles of the NGO and private sector in both sectors;
  • Knowledge of USAID rules and regulations strongly preferred;
  • Experience with United States Government and/or other donor funded projects, including financial reporting and compliance requirements is desired.

Language:

Fluency in English is required.
