Job Description

United States Agency for International Development (USAID) has selected EDC to implement the USAID Let’s Read Project, a 5-year, $48.9 million project in the five target provinces of Eastern, Muchinga, Southern, Northwestern and Western Zambia that works to improve reading outcomes for approximately 1.4 million children attending pre-primary (kindergarten) through to Grades 3 and provide professional development for teachers to support reading interventions in Zambian public and community schools. EDC is currently hiring for the Logistics Officer position for the USAID Let’s Read Project:

The Logistics Officer shall be responsible for supporting all project related logistical needs including but not limited to Teaching and Learning Materials (TLMs) distribution; equipment distribution; training logistical support; vehicle management; coordination of logistics between provincial and the Lusaka office. Additionally, s/he will work closely with the Administration and Finance Officers at the provincial on relevant operational and logistics issues. This position will report to the Operations Manager and will maintain close communication relationships with the technical team as well as operational and financial staff, as relevant, and perform other duties, as assigned. 

Essential functions include, but are not limited to the following: 

·Assist in preparing specifications and obtaining quotations for goods and services;

·As required, provide assistance in the import clearing process of goods purchased abroad; this will include but not be limited to TLMs, and equipment

·Develop distribution and logistics plans to ensure timely and safe delivery of project equipment and material to provinces and schools;

·Establish and maintain all logistics documentation and files;

·Monitor, compile and produce monthly fuel consumption reports for vehicles and project generators;  

·Develop and maintain vehicle maintenance/servicing  schedules and documentation

·Oversee vehicle log books in Lusaka and ensure they are up to date and monitor provincial log books periodically;    

·Organize, as needed, car hire and other project transportation needs;

·Coordinate with Administration and Finance Officers in provincial offices to ensure transportation and delivery of supplies and materials is completed in a timely manner; 

·Conduct these and other tasks as required in support of project goals; and

·Any other duties, as assigned. 

Qualifications

Minimum Academic/Professional Requirement:

The candidate for the position of Logistics Officer shall have at a minimum, the following qualifications: 

·Diploma or higher in Fleet, Transport and Logistics Management or any related field;

·Knowledge computer skills, using office software such as Excel, Word, Power Point and Fleet Management Systems;

·Strong Knowledge Fleet Management industry and of the Driving regulations applicable to country of operation and Health and Safety legislation.

Skills and Experience:  

·Minimum of 3 years of experience in logistics and fleet management;

·Experience with USAID or other donor-funded projects;

·Excellent oral and written communication skills; 

·Technical skills and experience in at least one area of Operations – Transport or Procurement;

·Demonstrated organizational and leadership skills to manage operations staff and coordinate well staff from other units;

·Must be able to work within a cross cultural setting, negotiate diplomatically, and function well under pressure;

·Detail-oriented and organized;

·Experience using computers and software at work, especially email and MS Word (experience with MS Excel is desired);

·Ability to work hands-on, independently, and within team in difficult work environment;

·Willingness to frequently travel to provinces and districts covered by the project. 

Language:  

Fluency in English is required. Knowledge of (and proficiency in) any of the following languages is preferred:  Chinyanja, Chitonga, Silozi, Lunda, Luvale, Kiikaonde, or Icibemba.
