Project Description
Opportunity 2.0, funded by USAID, will strengthen second-chance education programs for vulnerable out-of-school youth in the Philippines. Opportunity 2.0 (02) will collaborate and work with national and local systems supporting youth in order to provide 180,000 youth with the skills and opportunities to improve their education, employment, and livelihood outcomes.  

Achieving this vision will require a multi-faceted, systems-strengthening approach that aligns the formal education system, markets, and youth “sub-systems” at the regional levels. This will be achieved by providing experienced project personnel embedded in government departments; further aligning the input of technical assistance; and maximizing opportunities to bring together the respective stakeholders to identify and refine synergies and transition pathways for youth, particularly between Department of Education (DepEd)’s Alternative Learning System (ALS) program and the Technical Education and Skills Development Authority (TESDA). 

Position Description
The Master Trainer will support curriculum and training development and delivery of Opportunity 2.0 Training of Trainers, provide coaching to Opportunity 2.0 local partner trainers or facilitators, and TESDA and ALS administrators. The Master Trainer will organize and lead or co-facilitate meetings and workshops as needed.

Essential Functions
The Master Trainer’s specific responsibilities will include, but are not limited to:
- Support planning and conducting activities to strengthen systems service delivery, such as engaging local universities in ALS teacher professional development, continuing education and career guidance for ALS youth, as well as developing a pre-service ALS teacher training curriculum and program for leading teacher education institutions.
- Support planning and implementation of a blended professional development training program for ALS implementers in close coordination with the Youth Development Coordinator and DepEd.
- Organize and co-facilitate Training of Trainers workshops (TOT) on the Opportunity 2.0 curriculum with partner universities, youth service providers and trainers.
- Support and monitor delivery of Opportunities 2.0 training activities.
- Provide ongoing technical support and monitoring to trainers from DepED ALS, TESDA and local partners implementing the Opportunity 2.0 curriculum.
- Analyze the evaluation results and contribute to the continuous improvement of training curriculum and design.
- Develop and coordinate advanced trainings in specific technical areas as needed.
- Support the implementation of a pilot program that combines the Be Your Own Boss (BYOB) curriculum with savings groups (SILC) and entrepreneurship accompaniment, in close coordination with the Youth Development Coordinator and Youth Technical Director.
- Support local trainer providers to help integrate Work-Based Learning (WBL), entrepreneurship training and coaching, and technical training into their existing programs and services for DepEd ALS and TESDA youth, in close coordination with the Youth Development Coordinator and Youth Technical Director.
- Assist the Youth Development Coordinator in ensuring the quality and delivery of Opportunity 2.0 training activities by youth service providers.
- Support or assist the Youth Development Coordinator to liaison with local partners in his/her area of responsibility to ensure close collaboration in all aspects of Opportunity 2.0 technical programming.
- Support coordination with city/municipal level partner agencies and local youth service providers on project supervision visits of US Embassy/USAID, EDC, DepEd ALS Task Force, TESDA national and regional offices and other officials to his/her area of responsibility

Qualifications

Education
B.A. in education, social development, or related field. Specialized training in non-formal education or related/similar fields would be an advantage.

Skills and Experience
- At least 5 years of work experience in curriculum and training development, instructional design, and training design, delivery and facilitation preferably in an NGO, international organization or business.
- Extensive experience and involvement with developing curricula and training materials for ALS, workforce development programs, and TVETs.
- Must have teaching or facilitating experience using the andragogy approach, including experience in using active teaching and learning methodologies for adults and youth.
- Experience and/or training in career guidance and counseling or human resources management desired.
- Experience in working in Opportunity 2.0 regions, or similar socio-economic-cultural context would be a distinct advantage.
- Demonstrated capacity for coordination and task management.
- Excellent people skills at all levels, cultural sensitivity, and the ability to work in both a multicultural work environment as well as independently.
- Working knowledge of MS Word, MS Excel and preparing effective power point presentations.
- Demonstrated willingness to travel to provinces and districts for project needs.

Language
Fluency in Filipino and English.
