Project Description
Opportunity 2.0, funded by USAID, will strengthen second-chance education programs for vulnerable out-of-school youth in the Philippines. Opportunity 2.0 (02) will collaborate and work with national and local systems supporting youth in order to provide 180,000 youth with the skills and opportunities to improve their education, employment, and livelihood outcomes.  

Achieving this vision will require a multi-faceted, systems-strengthening approach that aligns the formal education system, markets, and youth “sub-systems” at the regional levels. This will be achieved by providing experienced project personnel embedded in government departments; further aligning the input of technical assistance; and maximizing opportunities to bring together the respective stakeholders to identify and refine synergies and transition pathways for youth, particularly between Department of Education (DepEd)’s Alternative Learning System (ALS) program and the Technical Education and Skills Development Authority (TESDA). 

Position Description
The Business Support Officer is based in Manila office and responsible for maintaining the project’s customer relationship management (CRM) database, coordination of meetings and events across all O2 sites, and overall smooth operation of Manila office. The person in this position is expected to communicate clearly and courteously; to develop and maintain positive relationships with clients, consultants, funders, co-workers, and O2 field offices; and to work respectfully with EDC colleagues. The job requires adherence to EDC and O2 policies and procedures.

Essential Functions
The Business Support Officer is responsible for the following tasks, but not limited to:

Events/Client Relationship Management
- Maintain the database of O2 stakeholders including relevant government agencies, e.g. DepEd and TESDA, international and domestic NGOs, higher education institutions (HEIs), and private sector.
- Coordinate and provide administrative support for O2 internal and external meetings and events.
- Send out invitations and confirm participation of participants.
- Create and maintain a summary of confirmed participants for registration and finance use.
- Coordinate with O2 field staff to identify, prepare, and finalize the venue (layout), A/V equipment, and project display with support from the Operations team.
- Work with the relevant O2 program team members to produce the information materials for distribution during events, if requested.
- Collect and submit event documentation in close collaboration with the Operations team.
- Coordinate video and/or photo documentation with necessary support from the Communications Team.
- Provide supporting documentation for reports of the meetings/events.

Administration/Human Resources Support
- Provide administrative support for the COP such as meetings & appointment scheduling, etc.
- Assist the Human Resources (HR) Manager in the implementation of the routing functions of the HR unit.
- Support the HR Manager with the filing, storage, and security of the project HR documents.
- Support the HR Manager with recruitment process, as necessary, in compliance with local regulations and EDC and USAID policies and procedures.
- Monitor the implementation of HR policies and procedures by Manila office staff.
- Perform other duties as assigned.

Qualifications

Education
- Bachelor’s Degree in Business Administration, Management, Marketing, or another related field is required. Bachelor’s degree can be substituted by additional 4 years of relevant work experience.

Skills and Experience
- At least 5 years’ experience of directly relevant experience required; experience with USAID-funded programs or international NGOs is highly desirable.
- Experience with maintaining CRM database(s) such as Salesforce or equivalent is highly preferred.
- Exposure to relevant activities dealing with various international and domestic organizations, academe and/or private sector is highly preferred.
- Proven ability to collaborate effectively across different teams and cultures, strong customer relationship building skills and service-oriented attitude.
- Strong administrative and organizational skills especially related to events/meetings logistics and coordination.
- Ability to handle complex or confidential matters requiring considerable discretion and judgment.
- Ability to work independently and to take initiative, detail-oriented and organized.
- Advanced computer skills, including literacy in MS Office Suite and any CRM platform/database such as Salesforce or alternative.
- Willingness to frequently travel to the O2 field sites

Language
Fluency in Filipino and English.
