Job Description

The goal of the upcoming, five-year, $10 million - $24.99 million, Positive, Educated, Employed, and Resilient Youth (PEER Youth) Activity in Liberia is that 20,000 targeted youth, ages 15-29, will have increased economic self-reliance and resilience through a range of sustainable opportunities, tools, and support systems that enable them to improve their livelihoods and increase their abilities to contribute as both economically- and socially- productive and engaged family and community members.

USAID/Liberia expects that through this program, targeted youth will improve knowledge, skills, and attitudes that strengthen their abilities to earn a sustainable livelihood, increase their incomes, and practice healthy behaviors as productive members of society. PEER Youth will include formal employment, non-formal employment, and entrepreneurship as critical focus areas. In addition, the enabling environment that supports youth livelihoods development in Liberia will be improved. PEER Youth will achieve active engagement and commitment of formal employers, non-formal employers, and the private sector in support of youth livelihoods development. The outcome of this engagement will be the placement of targeted youth in hands-on opportunities for apprenticeships, internships, or long-term employment. PEER Youth will also increase targeted youth’s access to finance; improve livelihoods market linkages; and develop personal networks that enable targeted youth to access assets and navigate the job market.

Position Description

The Senior Monitoring and Evaluation Advisor will oversee and implement the programs’ Collaborating, Learning, and Adapting (CLA) approach to enable informed program adaptation throughout implementation. S/he will manage the learning agenda and any operational research; design and implementation of the MEL system; and the gathering, analyzing, and reporting on data.

Responsibilities for the Senior Monitoring and Evaluation Advisor include, but are not limited to:

  • Provide technical support to the implementation of quantitative and qualitative activities including recording, documenting, and internalizing experiences within the Activity;
  • Develop and assist teacher training institutions with implementing a Monitoring and
  • Evaluation system for tracking performance and subsequent employment status of TESTS teacher-aspirants;
  • Develop and implement a Monitoring and Evaluation (M&E) Framework to ensure evidence-based programming and compliance with USAID monitoring and evaluation requirements, as well as Collaborating, Learning, and Adapting (CLA) strategies.
  • Manage and implement research agenda;
  • Devise and implement a monitoring and evaluation system; coordinate and oversee all evaluation activities
  • Manage and implement the research agenda, including both operational research and rolling assessments as well as other as-needed activities to support learning
  • Lead the development of the evaluation design, tools, protocols and procedures; design M&E tools and forms; provide instruction, oversight and monitoring for use
  • Design and develop data collection procedures;
  • Manage M&E data collection activities, including collaboration with technical teams on relevance and use and with all teams for logistics of form distribution and collection;
  • Manage data processing, including data transfer, entry, verification and cleaning;
  • Ensure that data and forms are filed according to compliance protocols;
  • Manage internal communication on M&E progress and results;
  • Manage M&E staff and/or consultants, and train data collection staff and other M&E staff as needed;
  • Conduct regular data quality assurance checks and implement corrective actions as needed;
  • Coordinate M&E database setup and management including preparation of reports;
  • Lead and conduct qualitative and quantitative data analyses;
  • Identify necessary systems improvements in terms of data monitoring and evaluation and collaborate with appropriate staff to adjust; and
  • Assist as necessary with ensuring data meets overall EDC requirements as well as activity indicators.

Qualifications

The candidate for the position of Senior Monitoring and Evaluation Advisor shall have at a minimum the following qualifications:

Education:

Master’s degree in Project Management, Development Studies, Research or other area relevant to M&E.

Skills and Experience:

  • A minimum of five years of M&E experience including technical experience in managing quantitative and qualitative data collection and analysis;
  • Experience relevant to leading the development of the Activity Monitoring, Evaluation and Learning Plan, including designing key indicators;
  • High level of technical and analytical skills directly related to the work of the proposed project, and excellent writing skills;
  • Proficiency in relevant computer applications and databases for monitoring and evaluation data;
  • Excellent oral, written, and interpersonal skills with ability to produce clear written management and financial reports.
  • Experience monitoring and evaluating education sector programs desired;
  • Demonstrated experience in leading and supervising staff/teams;
  • Aptitude for details
  • Capacity to work in difficult conditions and function well under pressure; and
  • International experience required; experience in a developing country essential.

Language:

Professionally proficient and fluent in written and spoken English.
