Job Description

The purpose of the Youth Employment for Migration Prevention (YEMP) Activity is to increase employment of youth at risk of irregular migration in support of Mission-wide efforts to reduce irregular migration to the United States by increasing their educational and income generating opportunities. The beneficiaries will be youth from high out-migration areas as well as other youth at risk of irregular migration, including returned youth migrants. In certain geographic areas youth will be vulnerable and/or at risk of being victims or perpetrators of violence and or at risk of gang recruitment.

Position Description

The Senior Innovations, Entrepreneurship, and Youth Employment Officer provides technical oversight and guidance to the Activity regarding innovation, entrepreneurship, and youth employment, with a systems-lens approach. The Employment Officer is expected to spearhead youth social entrepreneurship and youth enterprises, including strategies for transitioning youth program completers with employers or self-employment opportunities in social and growth entrepreneurship. The Employment Officer will ensure that programs are implemented with Positive Youth Development principles and include a focus on gender. The Employment Officer will report to the COP but is expected to innovate independently. 

Responsibilities of the Senior Innovations, Entrepreneurship, and Youth Employment Officer include, but are not limited to:

  • Lead the design and implementation of the systems-approach innovation, entrepreneurship and employment strategy under the YEMP Activity.
  • Co-create, implement and oversee the youth participants strategy to transition from training to the labor market (self-employment or employment).
  • Actively create and strengthen key partnerships with local stakeholders part of the Honduran employment and entrepreneurship ecosystem, such as private sector companies, financial institutions, entrepreneurs associations and networks, chambers of commerce, accelerators, incubators, startups, and similar.
  • Serve as the YEMP main liaison with private sector stakeholders and other local partners in his/her area of responsibility to ensure close collaboration in all aspects of YEMP technical programming.
  • Promote gender inclusive and innovative practices as part of the entrepreneurship and employment strategy.
  • Coordinate with other YEMP technical specialists for the design and implementation of the entrepreneurship and employment strategy.
  • Oversee the tasks of the YEMP employment and entrepreneurship team to ensure quality of implementation, and that activities are harmonized across sites and completed as required.
  • Support coordination activities with city/municipal level partner agencies, local youth service providers, and private sector representatives on project supervision visits of US Embassy/USAID, EDC, and other officials to his/her area of responsibility.

Qualifications

The candidate for the position of Senior Innovations, Entrepreneurship, and Youth Employment Officer shall have at a minimum the following qualifications:

Education:

Requires MBA, or similar or relevant degree.

Skills and Experience:

  • At least 10 years of experience in high-level management in workforce development in a context of innovative, entrepreneurial youth enterprises.
  • Experience in jobs creation and/or placement highly desired.
  • Background in Positive Youth Development and gender inclusion.
  • Demonstrated entrepreneurial spirit and a track record of independent management.  
  • Ability to structure complex ideas and communicate them with clarity.

Language:

Professionally proficient and fluent in written and spoken English. Proficiency in Spanish is also required.
