Job Description

The purpose of the Youth Employment for Migration Prevention (YEMP) Activity is to increase employment of youth at risk of irregular migration in support of Mission-wide efforts to reduce irregular migration to the United States by increasing their educational and income generating opportunities. The beneficiaries will be youth from high out-migration areas as well as other youth at risk of irregular migration, including returned youth migrants. In certain geographic areas youth will be vulnerable and/or at risk of being victims or perpetrators of violence and or at risk of gang recruitment.

Position Description

The Deputy Chief of Party, Programs (DCOP) acts as the Chief of Party (COP) in the absence of the COP. The DCOP will be responsible for management of the technical activities and implementation of the project. The position is based in Tegucigalpa, Honduras.

Responsibilities of the Deputy Chief of Party include, but are not limited to:

  • Serve as principal point of contact in Honduras for procedural and substantive matters, in the absence of the COP.
  • Support the development of strategic plans, annual and quarterly work plans, and other deliverables in line with USAID guidelines to achieve objectives.
  • Support the development of strong M&E mechanisms, program monitoring tools and efficient systems to ensure high quality implementation.
  • Represent EDC with partners and key stakeholders, maintain positive relationships with USAID, local authorities, and the country office team.
  • Provide leadership in identifying inclusive market development opportunities, understanding evolving market and food system trends, conducting targeted research on new/potential market channels, business models, or partnerships.
  • Identify and effectively manage all key risks related to the program, including compliance with donor transparency and due diligence requirements.
  • Ensure approaches that promote gender equality, youth engagement, and social inclusion are integrated into programming and effectively implemented; regularly identify and apply learning, refining approaches as needed to close gender gaps and promote social inclusion across project activities and within the market system.
  • Ensure that synergies among Activity elements and grantees are capitalized upon.
  • Ensure that the Activity focus remains on achieving results.
  • Manage an effective monitoring and reporting system.

Qualifications

The candidate for the position of Deputy Chief of Party shall have at a minimum the following qualifications:

Education:

Master’s degree in a relevant field such as education, management, business, social sciences, or development studies is desired. A bachelor’s degree with five years of relevant international development experience in the education/workforce development sector is required.

Skills and Experience:

  • At least 8 years of experience (13 with Bachelor’s degree) in the successful implementation of international development activities (at least 3 years must have been in senior program management including direct supervision of professional and support staff).
  • Desired experience includes work in alternative education, monitoring and oversight, partnership formation.
  • Demonstrated experience working in the education or workforce development sector in Latin America, particularly in Honduras.
  • Honduran nationals highly encouraged to apply.

Language:

Professional proficiency in written and spoken Spanish is required. Proficiency in English is desired.
