Job Description

The proposal for the upcoming, five-year, $10 million - $24.99 million, Liberia Youth Activity is to support market-driven, locally relevant educational and training opportunities to prepare young people to earn a livelihood and become productive members of society. The overall goal of the Activity will be to increase the economic self-reliance and resilience of targeted Liberian youth, with livelihoods development leading to increased incomes. Activities will focus on developing the basic education and foundational skills of youth, strengthening employment skills for improved livelihoods, and supporting the creation of an enabling environment for improved youth productivity. Position Description

The Chief of Party will oversee all aspects of program implementation, providing vision to the program and ensuring that objectives are met on time and within budget. Additionally, the Chief of Party will provide technical and administrative leadership of the project team and will be responsible for overall implementation, achievement of results, and contract management. S/he will establish and maintain strong relationships with partners, civil society organizations, host country government counterparts, and the private sector to ensure sound implementation of activities funded by USAID; serve as the principal liaison with USAID, various Government of Liberia representatives, and EDC headquarters staff. S/he will ensure that all donor and other sponsoring organization compliance and reporting requirements are met fully and in a timely manner; s/he will oversee capacity building programs for technical strategy development and implementation, annual work planning, budgeting and program implementation, and ensure a robust and adaptive knowledge management and M&E system; work with USAID on strategic issues to maximize impact and scale, minimize costs, and maximize efficiency and sustainability in achieving project requirements; and provide strong and adaptive management of staff.

Qualifications

The candidate for the position of Chief of Party shall have at a minimum the following qualifications:

Education:

Master’s degree or higher in international development, business administration, education, project management, or in a closely related field is required.

Skills and Experience:

  • Successfully implemented youth education and workforce development programs in vulnerable communities in the region. Experience in Liberia strongly preferred or West Africa desired;
  • Demonstrable experience in designing strategies for increasing youth employment;
  • At least 7 years of senior leadership experience on a USAID program of similar size and complexity addressing workforce and/or at-risk youth development. Chief of Party experience highly preferred;
  • At least 10 years of experience working in vulnerable communities with youth and vulnerable groups;
  • Ability to establish strong working relationships with senior government officials; education institutions and administrators; media, civil society, and private sector leaders; international donors; and other stakeholders;
  • Proven leadership and interpersonal skills; and
  • Strong understanding of the Liberian context preferred.

Language:

Fluency in written and spoken English are required.
