Job Description

GENERAL DESCRIPTION

 The Youth Workforce Development Specialist will support activities performed by EDC as a sub-­‐awardee of USAID-funded “Building the POTENTIAL of Youth” (POTENTIAL) project. POTENTIAL project interventions are aimed at livelihood generation for peri-­‐urban, rural agricultural and pastoral youth in Ethiopia. The Expert’s primary emphasis is contributing to the execution and oversight of EDC’s work based learning training for self and wage-­‐employment as well as provide post training assistance for youth seeking employment post-­‐EDC work readiness training.  

The Youth Workforce Development Specialist will be supervised by the in-­‐country EDC Program Manager and will coordinate in defining and planning EDC technical assistance interventions with other EDC Ethiopia technical staff. S/he, in cooperation with Ethiopia EDC and Regional partners’ staff, will revise and modify the current training, monitoring and observational documents as necessary for use in the field. S/he will be responsible, in cooperation with the Potential staff for observing and monitoring the training work of local partner institutions. S/he will perform all actions necessary to ensure the timeliness and quality of delivery and outcomes of work based learning training and provide the training of trainers for regional partner staff.

This position is located in Addis Ababa with frequent travel to project operational sites in six regions of Ethiopia.

ESSENTIAL FUNCTIONS    

As the Youth Workforce Development Specialist, your responsibilities include [but are not limited to]

  • Support the project team with the review and implementation of post work readiness training strategies to focus on work based learning opportunities for those entering wage earning employment, and self-­‐employment and post training assistance for youth seeking employment.
  • S/he will be responsible to review and revise the current Work Based Learning guideline, Coaching and Mentoring Manual with the consultation of EDC and regional partners technical staff.
  • S/he will also work closely EDC technical staff to ensure the quality of the EDC-­‐led training activities and be responsible for training outcome reporting.
  • S/he will work closely with the program team and consultants on the review, translation and support of EDC’s work based learning and accompaniment documents.
  • Contribute to the development and implementation of the EDC work plan.
  • Contribute to the work by EDC Ethiopia Specialist and EDC home office curriculum development and training experts and/or consultants in the development and review of project documents and its implementation.
  • Provide technical assistance to project partner organizations in the selection,
  • recruitment, enrolment and participation of youth in EDC work readiness training interventions.
  • Coordinate with the senior and technical staff of EDC’s partner organization to establish and strengthen linkages between educational institutions and industry.
  • Work with EDC Home Office and STTA technical staff to develop and deliver train-­‐the-­‐master-­‐trainers courses to selected POTENTIAL partner staff.
  • Coordinate with EDC in-country Program Manager in capturing success stories related to the outcome of training and all other EDC related youth development interventions.
  • Coordinate and work closely with EDC STTA staff to facilitate provision of assistance and support to POTENTIAL regional partners as this is defined and scheduled.

OTHER RESPONSIBILITY  

  • Participate in the creation and dissemination of training and post-­‐training intervention success stories.
  • Contribute information to, and be involved in, the preparation of regular and ad hoc reports and other training and post-­‐training intervention products as these are defined as necessary to further EDC technical contribution to POTENTIAL.

Qualifications

QUALIFICATIONS AND SKILLS

  • Advanced university degree (at least master degree) in agricultural economics, rural development, environment and natural resources economics, developmental studies or related fields.
  • Fluency in English and Amharic, both verbal and written. Knowledge of other local languages is an advantage.
  • At least 5 years recent experience in project implementing workforce development, job placement, facilitation of training related to employment, wage-employment linkage, and income generating activities.
  • Has experience and familiarity working with youth.
