Contract Analyst
this is a full time position from 03/01/2016 to 07/29/2016
US - Navy Yard - Philadelphia – PA. 19112-1001
8hr per day/ 40hrs per week/ $43.00 per hour
Basic Qualifications:
• Applicant will assist in administering Government (Gov’t) contracts.
• A minimum of 5-8 years professional work experience is necessary.
• Excellent analytical and verbal/written communication skills are needed.
The candidate must have the ability to research, understand, and explain relevant regulatory and compliance responsibilities to management.
Ability to work and problem solve independently is critical.
Must be organized and be able to handle multiple tasks.
This candidate must have extensive knowledge and experience using Microsoft Office tools (Excel, PowerPoint & Word).
Preferred Qualifications:
Understanding of US Government cost-reimbursable contracts, Cost Accounting Standards (CAS), Federal Acquisition Regulation (FAR), and contract administration processes at all stages from start-up through to project close out.
An understanding of the financial management consequences of Government contracts is a plus. This role works with Government agencies including DOD, HHS, non-profit funding bodies and internal audit. The Candidate will ideally have knowledge of the pharmaceutical industry. Previous experience of the complexities of pharmaceutical drug discovery and how pipeline projects are managed financially and organizationally is a plus.
This role works with multiple internal business partners across R&D that supports clinical Phase 1, 2 and 3 projects. This requires an adeptness to work across different cultural models and to manage different priorities.
A preferred candidate will have experience in accounting and/or finance. The successful applicant would have a bachelor’s degree and could be qualified as an MBA or CPA. Duties: Coordinate weekly and biweekly government meetings, from agenda creation to slide creation by reaching out to team members to get required information and create slide presentations for meetings.
Monitor and audit employee’s compliance with the effort tracking system to ensure timely and accurate reporting of labor charged to the government contracts.
Monitor Gov’t reimbursed studies to ensure all Gov’t approvals have been acquired. Develop and implement standard robust processes to ensure and demonstrate compliant working practices. (E.g. compliant effort tracking, progress reports to funding agencies, publication approvals with funding bodies, contract amendments, risk review and reporting, audit readiness).
Ensure optimal transparency and detail available to meet fiscal, legal, reputational and corporate requirements. This role will be responsible in following strict document control and storage policies. Details: The job operates in a fast moving and very changeable environment.
There is a considerable diversity of stakeholders and Business Partners, internal and external. This includes 2 different Government agencies, diverse external subcontractors who are subject to Government contract flow down clauses, and Project teams that are engaged in Phase 1, 2 and 3 clinical trial planning and execution, and enabling non-clinical studies.
Assist with the day-to-day activities related to administering the contracts. The administrator has overall responsibility for the administration of the Government contracts, all of which require extensive technical expertise related to cost reimbursement contracting, FAR and CAS standards and requirements. This includes establishment and implementation of processes compliant with the Gov’t contracts such as Effort Tracking, ongoing changes in contracts, disputed items, risks, etc, as well as the establishment of new deal relationships/contracts with Government and non-profit agencies. A wide range of these project team activities are funded by the contracts. Team plans are very fluid requiring highly adept management and influencing to reduce risks of competing priorities that arise with funding agencies.
The position requires careful management of the company reputation and external stakeholder expectations across different cultural & organizational model. Works with management and contracts Finance Manager to identify and manage risks related to cost accounting and administration, maintains all contract documentation in audit-ready format.
The candidate will interact with other Contract Managers, Directors, VPs and the broader Business Partner community across the company.
