FUN FACT:

Our founders (Husband and wife duo) Tim and Diane Madden opened the first Dungarvin program, an ICF/MR serving 15 people, in St. Paul, Minnesota, in March 1976. Tim and Diane were the live-in “houseparent’s” for that first program. Through the success of that program Dungarvin has grown to employ approximately 4,000 people who currently provide supports to over 4,000 individuals across 14 states.

Job Description

The Program Manager directs, manages and administers the coordination and service delivery components of programs that service individuals/consumers. The Program Manager serves as an agency Qualified Intellectual Disability Professional (QIDP) monitoring and or participating in the implementation and delivery of the Individual Service Plan (ISP).

As an agency QIDP the Program Manager supervises the delivery of service and ensures strategies reflect the goals and objectives of the ISP. The Program Manager/QIDP is responsible for supervising the formulation of the participant’s plan for delivery of all waiver services provided, conducting functional assessment to support formulation of the participant’s plan and supervising high intensity services that address health and safety risks for the participants. The Program Manager/QIDP will deliver their services utilizing a person-centered focus.

 

Duties and Responsibilities

  1. Complete regular quality assurance reviews of individual charts, documentation and MAR’s to ensure that service delivery is appropriate to meet the person served’ s needs and personal goals.
  2. Routinely observe service delivery on-site and monitor for demonstration of knowledge i.e. ISP requirements, individual/consumer health needs, behavior management techniques, and emergency procedures.
  3. Serve as a liaison between the community and agencies in the service delivery system, family/guardians and the agency.
  4. Ensure all homes under supervision are environmentally maintained, in strict compliance with all state/federal guidelines and licensure requirements and company policy at all times.
  5. Coordinate investigations of serious incidents and alleged abuse allegations, including appropriate reports to required agencies.
  6. Serve as on-call support to supervised homes as required.
  7. Monitor and assure compliance with monthly, quarterly, and yearly financial goals to ensure services are provided as indicated in each person’s Individual Program Plan (IPP).
  8. Coordinate Incident/Accident Review process monitor for patterns and provide feedback for action necessary to prevent incidents in future.
  9. Serve on or chair Human Rights Committee, Behavior Review Committee, Admissions Committee and other location specific committees.
  10. Serve as member of agency management team.
  11. Hire, train, evaluate, and monitor QIDP’s and any other assigned personnel.
  12. Complete timely Performance Reviews to ensure employees are productive, accountable, and successful in their positions.
  13. Ensure all employees operate and/or manage within fair labor practices, company policy/procedures, and all applicable industry regulations.
  14. Conduct regular meetings with employees to share information and develop action plans
  15. Conduct and/or monitor training for all staff in least restrictive techniques, behavior management, active treatment, client rights, prevention of abuse/neglect, documentation/data collection, emergency procedures, and other areas as needed.
  16. Other duties as assigned.

 

 

Qualifications

  • Required Bachelor’s degree in Human Services field, including education and social work, or related field
  • Minimum of two years working directly with persons with developmental disabilities
  • Experience in residential services is preferred
  • Two years supervisory experience preferred
  • Must meet qualification to be classified as a Qualified Intellectual Disabilities Professional (QIDP)
  • Demonstrate excellent verbal and written communication skills
  • Willing to work flexible hours

HOURS WORKED

Full time expected to work 40+ hours weekly.  The Program Manager’s schedule must be flexible to accommodate various program, individual, and staff needs.  Office hours are typically 8:00am – 5:00Program Manager, Monday-Friday.  Events such as staff and individual meetings, advisory board meetings, etc., do not always fall within the usual hours, but Program Managers are expected to attend.  Individual events, such as staff and individual gatherings may fall outside of the usual working hours.  Additionally, effective supervision of staff requires the Program Manager be present at various hours in the home to monitor performance, including late night, early morning, and weekend hours.

The Program Manager is on call at all times to receive emergency calls unless prior arrangements have been made for someone of comparable authority to assume this responsibility.  On call responsibility may rotate be shared with other program directors in some areas.
