Dungarvin is a privately-held, for-profit provider of community-based supports and services to people with intellectual and developmental disabilities.  Dungarvin was founded in St. Paul, Minnesota in 1976; the organization has grown to encompass separate companies serving more than 5300 individuals across 14 states.  Dungarvin’s annual budget is in the range of $240 million.  The organization’s services are provided by about 4100 employees and about 570 foster care independent contractors.  The vast majority of Dungarvin’s employees are direct support, low-wage, high-turnover positions. Dungarvin maintains its national office in Mendota Heights, Minnesota.

Dungarvin’s core business is providing community-based supports (residential, day service, vocational and case management) to adults and children, under contract with state and county human services agencies and managed care organizations.  The large majority of Dungarvin’s revenues are funded through the federal Medicaid program, but are administered through state agencies.

Dungarvin operates about 460 group home programs and 18 day programs, which are supported by about 40 state and local offices. 

Dungarvin is structured as 16 limited liability companies. The Dungarvin companies are entirely owned and controlled by members of the Madden family.

Job Description

Dungarvin seeks a skilled leader to oversee its Human Resources (HR) function.

Reporting to the Chief Executive Officer (CEO), the Chief People Officer (CPO) develops and executes HR strategy in support of the overall business plan and strategic direction of the organization. Specifically, the CPO will provide expertise in the areas of talent management, change management, performance management, succession planning, compensation and benefits, and will play a strong leadership role supporting business needs and fostering employee engagement. Dungarvin’s CPO will evolve and scale our people related strategies, processes and practices, and drive flawless execution. The CPO will be a peer to the following members of the executive management team:

  • Chief Operating Officer: Responsible for all services provided by the organization, as well as quality assurance and marketing.
  • Chief Financial Officer: Responsible for all finance and accounting functions including: accounting (including payroll); treasury management and finance; audits, cost reporting and tax compliance; and budgeting and financial analytics.
  • General Counsel and Director of Organizational Development: Responsible for the following administrative support departments: information services, project management, risk management, and legal as well as Dungarvin’s technology services provider sister company, Sengistix.

Reporting to the CEO, the CPO will lead a human resources team of approximately 100 employees, with a combined budget of over $7m.

The CPO will be responsible for leadership and supervision of the following functions and departments:

  • Field (Operations) and national corporate office (NCO) employee relations and compliance
  • Talent acquisition (recruitment)
  • Learning and development (training)
  • HR information systems administration
  • Employee benefits administration

 

Qualifications

  • Minimum 10 years broad-based HR experience in a senior HR position
  • Strong background and expertise as an HR generalist while also having in-depth knowledge, expertise, and demonstrable success in multiple HR specialties (e.g., talent acquisition, compensation, benefits, employee relations, learning and development, employment law, HR information systems)
  • Strong business acumen and analytical skills
  • Strategic thinker with ability to implement
  • Excellent judgment and ability to build trust at all organizational levels
  • Collaborative problem solver
  • Organized and process oriented
  • Intrinsic drive to roll-up sleeves to get things done
  • Master’s degree in Human Resources Management, Business Administration, or a relevant field, and/or SPHR/SHRM-SCP certification strongly preferred
