Job Description

      The Consumer Finance and Billing Coordinator is responsible for entry-level accounting tasks, including maintenance of financial records for individuals served and assuring that financial obligations are met on time on behalf of individuals served. Further, the Consumer Finance and Billing Coordinator is responsible for accurate processing and filing of timely billing. 

FINANCIAL AND ASSETS MANAGEMENT

1.Responsibility:  To pay bills for individuals served in a timely manner, for persons residing in sites without coordinators

Duties:

a.Establish a tracking and monitoring system for individuals’ bills to assure timely payment.

b. Write checks to pay bills for individuals served, utilizing the appropriate accounts.

c.  Assure checks, accompanied by payment information when required, are mailed.

d.Assure an adequate supply of checks is maintained, re-order as necessary.

2. Responsibility:  To issue money to individuals served from their personal accounts.

Duties:

a.Ensure staff complete the appropriate forms to request monies for individuals served.

b.Train staff on use of forms as requested by Program Directors and/or Directors.

c.Write checks and record in individuals’ accounts.

d. Assure necessary documentation and/or receipts are submitted and filed as required.

e.Monitor and distribute petty cash to individuals served, as necessary.

3.Responsibility:  To complete bank deposits.

Duties:

a. Complete all appropriate documentation relating to bank deposits.

4.Responsibility:  To balance checking and savings accounts for individuals served who reside in sites without a coordinator.

Duties:

a.  Document all deposits and withdrawals in individuals’ bank registers the same day the transaction occurs.

b. Reconcile bank registers with bank statements on a monthly basis.

c.  Report any discrepancies to the Program Director and Area Director immediately.

5. Responsibility:  To monitor individuals’ personal money, assuring complete and accurate financial records are maintained.

Duties:

a.  Audit a minimum of 10% of individuals’ checkbooks on a monthly basis.

b. Complete Audit Summary Report and submit to Senior Director.

c.  Monitor the balance of individuals’ cash on hand.

d. Monitor the documentation of transactions and ensure checkbooks are balanced.

e.Monitor that documented receipts for purchases are correct.

6.Responsibility:  To complete monthly cost-to-live reports.

Duties:

a.Collect financial documentation from Program Directors (i.e. copies of bills, pay stubs, food stamps, bank statements, petty cash receipts.)

b.Input financial data into spreadsheet.

c. Monitor individual bank account balances and inform Program Director when balance exceeds $1500.

d. Obtain Program Director approval/signature on cost-to-live packet.

MEDICAID/MEDICARE ELIGIBILITY

1. Responsibility:  To assure the social security, Medicaid and Medicare benefits of persons in services remain current.

Duties:            

a. Track Medicaid/Medicare re-determination due dates of new enrollees and current recipients of services.

b.Distribute routine reports of Medicaid/Medicare re-determination dates to supervisors.

c.Coordinate with supervisors and/or personally facilitate persons in services Medicaid/Medicare re-determination documentation and/or visits.

d.Communicate anticipated concerns with maintaining any person in services benefit eligibility to your supervisor immediately.

2.Responsibility:  To assure the assets of persons in services are accurately and completely maintain Duties:

a. Review and update the financial resources database (bank accounts, insurances, etc.) of persons in services

b. Provide secondary review/audit of Community Account Records

c.  Provide monthly reports to your supervisor regarding the financial assets of persons in services

d. At the direction of your supervisor work with local, state and federal authorities conducting audits of persons in services assets.       

e.  Immediately report any incidents, known or suspected, of mistreatment, abuse, neglect and/or exploitation.

3. Responsibility:  To assure the prompt payment of person in services room and board obligations.

Duties:

a.  Track room and board payments of persons in apartment settings (PCA).

b.Track changes of address, rental deposits, utility and phone bills,

c.  Communicate with accounts payable staff regarding 3b.

SERVICE AUTHORIZATION TRACKING

Responsibility:  To assure service authorizations in assigned programs are maximized.

Duties:

a.Monitor service authorization requests

b.Maintain systems to track current reimbursement rates and service agreements for services for each individual consumer.

c. Maintain files of all service documentation, contracts for services, billing invoices, and payment statements.

d. Run and distribute daily, and monthly, billing audit report

e.Verify monthly billing, including submitting to NCO for timely billing

f. Liaison for EVV implementation for billing

g.Assist team members in problem solving billing issues for the state

h.Distribute routine reports to services regarding the status of service usage

i. Communicate with supervisors to assure services are not under or over-delivered

j. Communicate with supervisors regarding SA issues they need to address with Case Managers or IST’s.

k. Monitor billing by Accounts Receivable and communicate any concerns immediately

l.Maintain an effective tracking system of identified issues to assure prompt and adequate resolution.

5.  Responsibility:  To minimize the unnecessary reversion of payments received for services delivered.

Duties:

a.  Communicate with Accounts Receivable personnel to assure that reimbursements are received for delivered services.

b. Conduct audits of service documentation to assure that the required elements are present to assure retention of earned payments.

c. Communicate to supervisors any concerns with the accuracy, completeness or quality of documentation.

d.  Train employees and/or contractors on documentation requirements, as requested by the supervisor.

Qualifications

  • Minimum 18 years of age
  • High school diploma/GED required
  • Bachelor’s degree or an equivalent of 4 years’ experience in finance and/or billing preferred
  • Experience in basic accounting preferred
  • Previous experience working with and/or knowledge of representative payee responsibilities, eligibility requirements for entitlement programs such as Social Security, foods stamps, etc. as well as checking and savings account maintenance is preferred. 

Must be responsible, reliable, and able to carry out job functions independently without ongoing supervision.  Good organizational and prioritization skills. Ability to perform work according to established standards and well-defined procedures. High standard of accuracy and strict adherence to detail. Also must possess all of the following: the ability to make sound judgments when given guidance and priorities; strong communication skills; strong math skills, the ability to meet deadlines consistently, the ability to work as a team member to maintain consistency and quality in services; skills in the areas of financial management; ability to exchange support, constructive criticism, and ideas with other staff members.
