Job Description

Our client is in the business of real Estate, in the next few years they are planing to invest over $300 million in rental housing in Nairobi Focused on Students and young people. They are Looking for a seasoned Head of Procurement.

 

Overall Purpose: 

The purpose of the role is to procure commercial supplies, merchandise and services needed to meet strategic business needs. Use expertise and negotiation skills to get best value from vendors, work out contract terms and make a major impact on the company's operations through supply chain management. Use information analysis in making purchasing decisions and collaboratively working with people both inside and outside the organization.

The incumbent will be responsible for managing the procurement team, developing and implementing strong governance through procurement/ logistics policies, processes & controls, developing company specific cost optimization programs through innovative procurement strategies, implementing procurement plans based on project forecasts and preparing the annual materials budget based on the business plan.

The position is also responsible for planning and leading negotiations with all vendors for best value for the organization, overseeing and directing the purchase of all company products and services, warehousing and inventory management/ stock taking for the organization. In addition, the role is responsible for the organisation’s supply chain, logistics, shipping, clearing and forwarding of goods and ensuring deliveries for goods and services are done on time and in full.
 

Qualifications

Key Responsibility

The Head of Procurement will have the following responsibilities:
•    Set strategic direction for the Procurement department in line with the organization’s overall strategy.
•    Execute strong governance through planning, developing, organizing, directing, managing and evaluating the operations and budget of the company.
•    Oversee, coordinate and report to the Directors on the progress of all activities of shipments, logistics and local purchases as key procurement functions.
•    Manage the procurement plan to ensure the financial budget is optimized and turnaround times are achieved.
•    Plan, coordinate and ensure that the Tender Committee functions effectively for products and services that are best procured through tendering and be the secretary to the Tender Committee.
•    Review all the procurement policies and procedures.
•    Ensure compliance to all procurement policies and procedures as appropriate thus ensuring an efficient and auditable procurement trail.
•    Oversee and direct the purchase of all company products and services 
•    Oversee the warehousing and inventory management/ stock taking for the organisation
•    Oversee supply chain, logistics, shipping, clearing and forwarding of goods
•    Oversee and participate in the timely receipt and distribution of all incoming deliveries according to company standards.
•    Control stock replenish from external suppliers and from other sites within the division when necessary. While being responsible for inventory management and reporting.
•    Implement a code of ethics and policy for staff and suppliers.
•    Ensure delivery of goods and services are done on time and in full.
•    Develop supplier relationship management tools for measuring supplier performance.
•    Implement asset cataloguing to increase sourcing efficiency.
•    Ensure contracts are in place for delivery of goods and services and that the contract negotiations are thoroughly done to safe guard the organization.
•    Work with the relevant Project Managers/teams in developing and implementing procurement strategies/ project execution plans etc. to ensure the best procurement practice and potential gains to the company.
•    Oversee and direct the purchasing and sourcing initiatives for materials even through importation to ensure that the company holds a competitive advantage in the outside supply of goods and services. 
•    Understand the taxation laws and processes for international importation and ensure the organization takes advantage of government concessions that are readily available.
•    Manage negotiations with suppliers, sub-contractors, service providers and procurement agencies (as appropriate) to obtain “assessed bids” in line with or better than project cost allowances and required timelines.
•    Manage, motivate, encourage and supervise the procurement team towards achieving desired goals and optimal outcome.

Academic and Professional Qualification

•    Bachelor’s degree in Procurement and Contract Management, Purchasing and Supply Chain Management or any other relevant field 
•    8-10 years’ work experience in a similar capacity in the FMCG sector, which involves high volume transactions. 
•    Postgraduate Diploma in supplies/procurement management (CIPS). 
•    Be a Certified Procurement and Supply Professional (CPSP-K) or CPA (K) will be an added advantage.
•    Member of Kenya Institute of Supplies Management (KISM).
•    Must have a current Professional Practicing License 
•    3-4 years proven experience in managing teams (incl. performance management, employee relations, employee engagement).
•    Knowledge and experience in demand and supply system and best procurement practices.
•    Good financial acumen (added finance qualification would be an advantage)
•    Self-starter with a good business sense 
•    Creative and proactive approach towards challenges 
•    Ability to influence and build relationships at all levels especially with external customers 
•    Independent, resourceful and possess high drive to excel
