Job Description
The Proposal Manager plays a critical role in developing compliant, compelling proposals for CMI’s federal customers. This position requires demonstrated experience within the Facilities Maintenance and Operations & Maintenance (O&M) environment and a strong understanding of federal acquisition processes.
As an individual contributor within CMI’s Business Development organization, this role leads the full proposal lifecycle. This includes analyzing solicitation requirements, developing compliant outlines, managing schedules, coordinating cross‑functional contributors, facilitating review cycles, and overseeing final submission. The role requires strong Section L/M interpretation skills, working knowledge of FAR/DFARS, and the ability to guide teams through a disciplined, deadline‑driven proposal process
This role is primarily remote; however, candidates must reside in the National Capital Region to access CMI’s corporate offices in Alexandria, VA.
Key Job Functions
- Lead federal proposal efforts from solicitation release through final submission, ensuring compliance, quality, and on‑time delivery.
- Interpret solicitation instructions and evaluation criteria and translate requirements into clear contributor guidance.
- Develop and manage proposal schedules, compliance matrices, outlines, and deliverable assignments.
- Coordinate cross‑functional contributors, including SMEs, Estimating, Business Development, and Operations, throughout the proposal lifecycle.
- Facilitate and drive proposal review cycles, incorporating feedback and ensuring adherence to proposal strategy and compliance requirements.
- Maintain responsibility for proposal quality, compliance, and completeness.
- Manage portal‑based submissions, ensuring file compliance and adherence to agency requirements.
- Establish and manage proposal collaboration environments, including MS Teams and SharePoint workspaces and folder structures.
- Support post‑submission activities, including clarifications, revisions, and response coordination as required.
- Participate in post‑award debriefs and lessons‑learned sessions to support continuous improvement.
- Support stewardship of the proposal knowledge base and library, including templates, boilerplate content, graphics, and past performance materials.
- Participate in capture and pre‑RFP discussions to support understanding of bid strategy and proposal positioning.
- May mentor proposal coordinators or consultants on proposal processes, compliance fundamentals, and best practices.
Qualifications
- Bachelor’s degree in a business‑related field (e.g., Marketing, Business, English, Journalism, or Communications).
- Formal proposal training or certification, preferred.
- Minimum of five (5) years of federal proposal coordination or management experience, with demonstrated ownership of proposal development activities.
- Experience within the Facilities Maintenance industry required.
- Strong working knowledge of federal acquisition processes, FAR/DFARS, and solicitation compliance requirements.
- Demonstrated ability to interpret solicitation instructions and evaluation criteria and produce compliant proposal responses.
- Proven ability to manage multiple, concurrent proposal efforts in a deadline‑driven environment.
- High proficiency in business and technical writing, editing, and proofreading.
- Strong analytical and organizational skills, with the ability to structure complex information clearly and concisely.
- Excellent written and verbal communication skills, with the ability to coordinate effectively across technical, operational, and leadership stakeholders.
- Ability to work independently while maintaining a proactive, collaborative approach.
- Familiarity with federal contract types, including firm fixed‑price, cost‑plus, fixed‑fee, and time‑and‑materials, preferred.
- Experience supporting capture planning and proposal strategy development, preferred.
- Proficiency with proposal development tools, such as MS Office, Adobe, Canva, and proposal management softwares.
- Experience working with federal systems such as SAM.gov, PIEE, eBuy, and other agency‑specific portals.
