Job Description

Isobar Public Sector is seeking a recognized leader to oversee the firm’s capture and proposal management activities. The Director of Federal Capture & Proposal Management will oversee all aspects of capture and proposal management. This position leads the development of capture strategy, gap analyses, competitiveness assessments, discriminators and key win themes, price to win and overall win strategy/value proposition. They will report to the Chief Growth Officer and work in close collaboration with Isobar Public Sector executive leadership, Program Managers/Directors and staff.

 

The Director of Federal Capture & Proposal Management will support Isobar Public Sector’s proposal management efforts, which includes proposal management, color team reviews, technical response development, and other activities. This role will work with other team members as needed to enable the timely submission of winning proposals. They will prepare reports and briefs for the Isobar Public Sector leadership team regarding status of pursuits.

 

What You’ll Do

  • Develop presentations and meet with prospective clients to understand needs and present capabilities
  • Responsible for overall capture and win strategy
  • Build and execute teaming strategy
  • Conduct SWOT analysis and black hat
  • Experience with price to win and risk assessment
  • Conduct gate reviews
  • Contribute to RFI response development
  • Manage bid and proposals, including all color team reviews
  • Develop proposal schedule
  • Develop proposal outlines and lead proposal meetings
  • Contribute and lead technical responses, including solutioning and development of graphics
  • Coordination of proposal inputs with SMEs, writers, and subcontractor team members
  • Facilitate the development of the cost proposal narrative with contracts department
  • Conduct compliance and quality reviews
  • Oversee the final proposal production
  • Develop and maintain the Past Performance Library
  • Ensure final proposal products are fully compliant with the RFP requirements and are consistent with the direction of the Capture Team.
  • Ensure that all proposals are quality products, submitted on-time, and follow the Isobar Proposal Process.
  • Maintain adherence to proposal schedules and ensure that all team members meet established deadlines.
  • Attend all key relevant business development activities such as Opportunity Reviews, or other required meetings or briefings.
  • Develop Proposal re-use materials to include standard proposal sections such as: Management Plan, Task Order Management Plan, Recruiting and Retention Plan, QA Plan and Risk Management Plan
  • Assist in market research to support opportunity capture

 

Who You Are

  • 7+ years as a Proposal Manager for federal proposal responses, managing the entire proposal process and resources including book bosses, writers, editors, and production support staff
  • A US Citizen and possess a Security Clearance (or be eligible to obtain one)
  • Experience working with the Capture Team to facilitate the development of Gap Analysis, Win Themes and Discriminators and the Competitive Analysis.
  • Proven track record in managing and motivating large cross-functional proposal teams effectively and professionally (often in challenging environments), and providing thought leadership and clear direction with development and execution of proposal content from pre-proposal stage, to proposal submission, to negotiation
  • Ability to work effectively with staff at all levels, including members of the Business Development and Capture teams, Contracts, Finance
  • Proven track record of translating the customers’ needs and requirements from an RFP or Statement of Work (SOW) into effective business solutions
  • Strong oral and written communication skills
  • Excellent time management skills and an ability to effectively manage multiple tasks simultaneously
  • Thorough understanding of Shipley proposal process
  • Bachelor's degree (B.A.) from a four-year college or university in English, Journalism, Communications or related field along with more than seven (7) years of related experience and/or training, or an equivalent combination of education and job related experience
