About the program

Deloitte Tanzania has been awarded a contract to implement a Kizazi Hodari Southern Zone Activity in Tanzania. This is a five years’ project (March 2022 to February 2027) funded by the American People through USAID aiming at supporting the Government of Tanzania’s (GOT) Ministry of Health to achieve HIV epidemic control by improving the health, well-being, and protection of Orphans and Vulnerable Children (OVC) and youth in high HIV burden communities within the Southern Zones of Tanzania specifically Iringa, Njombe, Rukwa, Katavi, Songwe, Morogoro, Pwani, Mjini Magharibi, Lindi, Mtwara and Ruvuma regions. The program intends to increase access to and use of health/HIV, social, and protection services among OVC and youth in order to contribute to 95-95-95 goals: 95% of persons living with HIV (PLHIV) know their HIV status; 95% of PLHIV who know their status are on treatment; and 95% of PLHIV on treatment are virally suppressed, by 2030.

Main purpose of the job

The Finance Director will be responsible for the overall financial management of the program including accounting, invoicing, contracts management, budgeting, procurement and grants activities; and ensuring that adequate and appropriate internal controls are in place in compliance with USG and PEPFAR policies and procedures to meet recognized accounting standards.

Job Description

  • Oversee effective program financial management including but not limited to cash flow management, payroll, program account with USAID, processes, controls as well as managing Standard Operating Procedures;
  • Ensure that the program activities are carried out within the approved budget and proactively drive cost cutting measures within the program;
  • Direct and review the preparation of cash flow projections and requests of funds from USAID in time to meet program expenditures;
  • Direct and coordinate planning activities with sub grantees to cascade approved program strategies and priorities into their work plans and budgets;
  • Direct effective grants management (sub grantees’ disbursements, accountabilities, and capacity building on financial management) and ensure adherence to the USAID rules and regulations;
  • Manage financial, procurement and grants systems by checking and following up on whether they are operational;
  • Engage with key stakeholders (USAID, consortium partners and sub grantees) on financial matters affecting the program;
  • Provide guidance to the Program on financial and grants management as well as procurement to ensure value for money;
  • Provide guidance to the Program on compliance, risk and contracting issues (fraud and fund mismanagement);
  • Manage the Directorate’s staff recruitment by recruiting the best talent; and staff development through ensuring talent management, skills development, and capacity building;
  • Drive quality and risk management paying particular attention to closely monitoring of risks affecting Deloitte and USAID, managing the audit process and lock up management;
  • Oversee the preparation of quarterly, semi-annual and annual financial reports;
  • Direct the preparation of the program annual financial statements and execution of external audit on the statements in accordance with USAID regulations;
  • Perform other duties as assigned by the supervisor.

Qualifications

  • Master’s degree in Accounting, Finance or related field;
  • Certified Public Accountant (CPA) or Association of Chartered Certified Accountants (ACCA) holder;
  • 10 years of experience working as a Finance Manager on activities with similar scope;
  • 10 years work experience in Financial Management in Tanzania;
  • Demonstrated experience in program financial oversight including sub grant Management;
  • Familiarity with managing programs that are USG funded, especially PEPFAR funded programs;
  • Excellent working knowledge of USAID rules and regulations;
  • Experience in compliance management and a broad understanding of Regulations related to grants;
  • Excellent knowledge of financial management and accounting procedures and demonstrated experience of establishing financial control systems;
  • Knowledge of grants management system operations and controls;
  • Ability to manage and coordinate multiple projects and meet critical deadlines;
  • Strong persuasive abilities to influence cooperation and compliance with work methodologies without direct reporting authority;
  • Excellent analytical, organizational, project management, budgeting, negotiation, strategic and business planning, communication and interpersonal skills;
  • Excellent report writing skills; and
  • Advanced skills in using Microsoft Excel.
