About the program

Deloitte Tanzania has been awarded a contract to implement the USAID Afya Yangu Southern Program. This is a five year project (November 9, 2021 to September 30, 2026) funded by the American People through USAID aiming at supporting the Government of Tanzania’s (GOT) Ministry of Health and Social Welfare, Elderly and Children (MOHCDGEC) and the President’s Office- Regional Administration and Local Government (PORALG) at the central level and in target Mainland regions to deliver high quality integrated HIV and TB prevention, care and treatment services that will improve health outcomes, particularly for youth and children. The program intends to increase the demand for and use of quality integrated HIV and Tuberculosis services in Iringa, Lindi, Morogoro, Mtwara, Njombe, and Ruvuma regions by improving access to quality services in both facilities and the surrounding communities, promoting positive health seeking behaviors among Tanzania’s population, and enhancing the overall policy environment for HIV & TB service delivery.

Main purpose of the job

The Finance and Administration Director will be responsible for the overall Financial Management of the project, Procurement and Administrative Activities. He/She will oversee the effective and appropriate use of Financial resources of the project and develop adequate and appropriate internal controls; and mechanisms to monitor expenditures in accordance with USG and PEPFAR rules and regulations.

Job Description

  • Direct and coordinate planning activities with consortium partners and sub grantees to cascade approved program strategies and priorities into their work plans and budgets;
  • Oversee effective program financial management including but not limited to cash flow management, payroll, program account with USAID, processes, controls as well as managing Standard Operating Procedures;
  • Track project expenses and prepare monthly financial reports and annual budget projections to ensure full compliance in accordance with USG and PEPFAR rules and regulations;
  • Ensure that the program activities are carried out within the approved budget and proactively drive cost cutting measures within the program;
  • Direct effective grants management (sub grantees’ disbursements, accountabilities and capacity building on financial management) and ensure adherence to the USAID rules and regulations;
  • Direct and review the preparation of cash flow projections and requests of funds from USAID in time to meet program expenditures;
  • Manage financial, procurement and grants systems by checking and following up on whether they are operational;
  • Engage with key stakeholders (USAID, consortium partners and sub grantees) on financial matters affecting the program;
  • Provide guidance to the Program on financial and grants management as well as procurement to ensure value for money;
  • Provide guidance to the Program on compliance, risk and contracting issues (fraud and fund mismanagement);
  • Manage the Directorate’s staff recruitment by recruiting the best talent; and staff development through ensuring talent management, skills development and capacity building;
  • Drive quality and risk management paying particular attention to closely monitoring of risks affecting Deloitte and USAID, managing the audit process and lock up management;
  • Oversee the preparation of quarterly, semi-annual and annual financial reports;
  • Direct the preparation of the program annual financial statements and execution of external audit on the statements in accordance with USAID regulations; and
  • Perform other duties as assigned by the supervisor.

Qualifications

  • Master’s degree or higher in Accounting, Finance, Commerce or related field;
  • Bachelor’s degree in Finance, Business Management, Public Finance or related field;
  • Certified Public Accountant (CPA), Association of Chartered Certified Accountants (ACCA);
  • 8 years of experience working as a finance and administration manager on activities of similar scope and size;
  • 10 years work experience in Financial Management in Tanzania;
  • Demonstrated experience in program financial oversight including sub grant management.
