About USAID Tujenge Jamii Project

The USAID Tujenge Jamii project is a five-year USAID funded service delivery project, providing HIV care and treatment, family planning/reproductive, maternal, newborn, child, and adolescent health (FP/RMNCAH), nutrition, and water, sanitation, and hygiene (WASH) services.  The project is focused on increasing the use of county-led health and social services in four counties in Kenya, namely Baringo, Laikipia, Samburu and Nakuru. 

Program Objectives:

  • Increased access and demand for quality HIV prevention services.
  • Increased access and demand for quality HIV treatment services.
  • Increased access and demand for quality FP/RMNCAH, nutrition, and WASH services.
  • Strengthened capacity of county health systems, local partners, and communities to deliver quality health services.

Main purpose of the job

The job holder will be responsible for strengthening and managing the Health Commodities and Supply Chain system for USAID Tujenge Jamii project. He/she will work in close collaboration and in partnership with established public and private sector supply chain systems supporting integrated reproductive health/family planning, maternal, neonatal & child health (RH/FP, MNCH), TB, HIV, and nutrition programs. The successful candidate will mentor, coach and strengthen capacity of health service providers on supply chain management of health commodities and pharmaceutical management information systems, pharmacovigilance tools and provide policy and technical updates in support of current national guidelines for the priority high impact interventions on RMNCAH/HIV/TB management including Anti-retroviral drugs (ARVs), FP, malaria and lab commodities.

Job Description

  • Work closely with the County Health Management Team (CHMT) and County Pharmacists to support supply and management of pharmaceuticals and non-pharmaceuticals for the supported region and sites, including coordinating support for the Health Products and Technology Units(HPTUs) in the counties.
  • Ensure all the central sites and standalone sites adopt the use of Electronic Dispensing and Inventory Tracking Tool (EDITT).
  • Be the team lead for the logistics information management system of pharmaceuticals and non-pharmaceuticals commodities.
  • Coordinate identification of training needs and support implementation of relevant training modules targeting health workers in supply and management of pharmaceuticals and non-pharmaceuticals.
  • Work closely with the Technical Officers to ensure project implementation and accurate, timely and reliable reporting of pharmacovigilance from all supported sites.
  • Work closely with other UTJ technical team members and health care workers in ARV optimization, scale up of multi-month dispensing and management of treatment failure.
  • Work closely with the Senior Technical Officers/Technical Officers to ensure all facilities are prescribing optimal ARV regimens and that they have clear targets and dashboards to monitor progress.
  • Coordinate documentation of receipt of commodities and verification in relevant platforms; ensure proper recording and management of commodities at site level (use of bin cards, FCDRR, webADT etc).
  • Together with his/her supervisor, coordinate the Care and Treatment Senior Technical Officers/Technical Officers to develop weekly, monthly, and quarterly work plans and review the budgets and requisitions for technical soundness as far as supply and management of pharmaceuticals and non-pharmaceutical products is concerned.
  • Coordinate continuous availability of vital commodities’ equipment, furniture and the various monitoring and evaluation tools required for functional pharmaceutical activities.
  • Write the progress report and other ad hoc reports on health commodities and supply chain and submit as needed, take part in the donor review meetings on a quarterly basis and lead the Site Improvement through Monitoring System (SIMS) supply chain sites visits.

Participate in the various relevant technical working groups (TWGs) in the county.

Qualifications

  • Bachelor of Pharmacy Degree or equivalent from a recognized reputable university with 5 years relevant experience.
  • OR Higher National Diploma in Pharmaceutical Technology with 7 years relevant experience.
  • A relevant Master’s Degree is an added advantage.
  • Registered with the Pharmacy and Poison’s Board and licensed to practice in Kenya.
  • Experience in HIV programming including treatment monitoring and pharmacovigilance.
  • Prior experience in working in the donor sector especially USG is desirable.
  • Experience working with Ministry of Health structures and other development partners is a must.
  • Experience with implementation and use of pharmacy dispensing tools, WebADT, interoperability layer is a must.
  • Team player, mentor, and trainer, has excellent working relationship with MOH and other stakeholders’ counterparts.
