About the role

Deloitte Consulting Kenya is seeking to hire a Chief of Party (COP) for an upcoming USAID-funded project that seeks to provide integrated HIV clinical and Family Planning, Reproductive, Maternal, Neonatal Child Adolescent Health (FP/RMNCAH) activities in selected counties in Kenya. The purpose of the project is to increase the use of quality county-led health and social services, in alignment with the Kenya national HIV response and to the attainment of the Government of Kenya’s (GOK) goal of safeguarding the rights and welfare of children and adolescents impacted by (HIV/AIDS), and providing more equitable access to and use of FP/RMNCAH, nutrition, water, sanitation and hygiene services to the most vulnerable.

Main Purpose of Job

The Chief of Party will be responsible for providing strategic leadership to the project by enabling the staff and partners to achieve the project objectives:

1.      Increased access to quality HIV prevention services;

2.      Increased access to quality HIV treatment services;

3.      Increased access to quality health and social services for OVC and their families

4.      Increased use of quality FP/RMNCAH, nutrition and WASH services; and

5.      Strengthened capacity of county health systems and local partners to deliver quality services.

 

Job Description

  • Provide the vision, leadership and management oversight for the entire project as well as overall supervision, administration and implementation of the cooperative agreement.
  • Serve as the main point of contact/representative for the project, facilitating senior level dialogue with USAID, PEPFAR, county governments, and any other public and private entities involved in the fulfilment of the project objectives.
  • Develop and maintain effective working relationships with all stakeholders and partners.
  • Provide guidance and support to the senior management team and all project staff to ensure effective project delivery, and that all contractual and agreement deadlines are met and targets achieved.
  • Oversee program planning including annual work planning sessions and enforce compliance to agreed plans alongside sub-award partners.
  • Oversee the development and implementation of a high quality monitoring and evaluation framework that enhances the achievement of the project goals and results in alignment with USAID reporting requirements.
  • Ensure that the project fully complies with USAID financial rules & regulations and overseeing sound financial management of the project including program budgeting, expenditure projections and payment monitoring.
  • Lead performance management activities for the project staff including performance planning, monitoring coaching and mentoring and performance appraisals.

Qualifications

  • A Master’s degree or higher in the social sciences, public health, health economics, public policy, business administration or related field. A medical degree is an added advantage but not a requirement.
  • A minimum of 10 years experience in a senior role leading a complex, technical service delivery program of significantly large scope. Experience with USAID or PEPFAR funded programs and within the geographic region are a significant added advantage.
  • Demonstrate 7 years of experience in partnership building, particularly with government representatives, donors, the private sector and community organizations.
  • Familiarity with health sector reforms and strong technical understanding of planning and designing interventions in HIV/AIDS and FP/RMNCAH.
  • Demonstrated ability to conceptualize, facilitate, plan and monitor results-oriented projects.
  • Excellent leadership and management skills with strong interpersonal skills, high-levels of self-motivation to lead and motivate multidisciplinary teams to implement a project vision.
  • Demonstrated ability to engage and build relationships with a broad range of government and private sector stakeholders.
  • Possess excellent communication skills, both oral and written in English, and computer skills (Outlook, Word and Excel).
  • Possess high levels of integrity and a robust working knowledge of USAID rules and regulations.
