DC Primary Care Association is a nonprofit organization dedicated to improving the health of DC’s vulnerable residents by ensuring access to high-quality primary care. Our membership currently includes 9 Federally Qualified Health Centers (FQHCs) located in the District of Columbia and Maryland. Our members own and operate nearly 60 primary care delivery sites that serve over 200,000 residents. 

The Workforce Development Program Manager is part of the Quality Improvement department at DCPCA. DCPCA’s QI department supports health center staff through technical assistance and training on evidence-based models for patient care and operations. We seek solutions to systemic healthcare obstacles to drive practice transformation for health centers and to drive change across the District. Through partnerships with local and national organizations and subject matter experts, we connect health center staff to resources and best practices to reach their goals.

Job Description

The Workforce Development Program Manager is a new role at DC Primary Care Association and will coordinate our new Health Professions Education & Training (HP-ET) initiative. The HP-ET initiative aims to enhance health centers’ strategic and operational capabilities to recruit, develop, and retain their workforce. As one initiative, the program will expose health and allied health professions students, trainees, and residents to education and training programs at health centers.

For this role, we are seeking someone with experience in healthcare recruitment or healthcare Human Resources (HR), or experience serving in a strategic HR partnership role. The ideal candidate is a resourceful problem-solver, with the ability to balance multiple priorities and creatively find solutions to complicated questions. Excellent meeting-facilitation and project management skills are a must with the ability to listen well and build relationships with diverse stakeholders. This is a dynamic position with a high degree of independence and flexibility, allowing space for an entrepreneurial spirit to pursue their passions.

Essential Duties and Responsibilities

Human Resources Strategic Guidance and Training to Health Centers

  • Work with health center teams to implement HR best practices especially as it relates to identifying long-term workforce needs.
  • Plan, coordinate, facilitate, and evaluate learning sessions/trainings for health center staff and leadership in collaboration with project partners.
  • Partner with health center organizational leadership to design and implement HR programs, practices, processes and policies which are consistent with industry best practices and align with organizational goals.
  • Administer a workforce assessment using an online software tool to identify opportunities for improvements and possible solutions.
  • Provide technical assistance to member health centers around identified needs, connecting them with resources they need to reach their goals in such areas as recruitment, hiring, onboarding, employee policies, performance and retention.  
  • Lead in the coordination of HR Peer Groups, including planning meeting logistics, communicating with members, preparing content for meetings, and directing follow-up coordination.

Human Resources Knowledge Contribution

  • Work with local and national agencies, independent subject matter experts, and member clinics to identify best HR and workforce development practices and evidence-based practices.
  • Disseminate workforce resources to health center staff and regional bodies in pursuit of project-specific goals.
  • Support administration of program grants and deliverables including coordination of project activities, preparing project reports, maintaining records, tracking deadlines, reporting activities, and convening the stakeholders needed to ensure that projects and products are of the highest quality.
  • Attend relevant stakeholder and advisory meetings to support overall program implementation and evaluation.
  • Other duties as assigned.

Qualifications

Required Qualifications and Experience

  • Bachelor’s degree
  • 3+years experience in healthcare recruitment or healthcare HR; OR experience guiding and advising leadership and staff members in HR best practices  
  • Mission-driven, with an understanding and appreciation of the community health center approach and mission for health equity.
  • Excellent meeting-facilitation skills.
  • Excellent written and oral communication skills, with proven ability to adjust style and level of details depending on audience.
  • Ability to work effectively with diverse teams as well as demonstrated awareness and value of cultural competence and special populations.
  • Proven experience with project management, in particular demonstration of ability to organize various activities and goals, manage multiple projects simultaneously, plan strategically, analyze options, and see projects through to completion.
  • Strong relationship-building skills, with proven ability to develop effective relationships with diverse stakeholders (government, community, and business environments).
  • Team-player, ability to coordinate work collaboratively and resolve conflicts.
  • High degree of proficiency with MS Office products, including Word, Excel, PowerPoint, and Outlook.

Additional Information

Compensation

DCPCA offers competitive salary based on experience and skills of employees. Specifically, the salary range for this position is $65,000.00 – $85,000.00 per year. Additionally, DCPCA provides a comprehensive benefits package that includes medical, dental, vision, 403b match, ancillary benefits, access to Flexible Spending Accounts, and generous leave benefits. 

DCPCA is offering a $2,000 sign on bonus for this position! Please note that this will need to be paid back if tenure does not last at least 1 year.

ADA Specifications

This position will be based in an office in Washington D.C. but will require travel to health centers throughout D.C. This position is primarily sedentary and may require some bending and lifting.
