Job Summary
The Senior Healthcare Policy Consultant’s role is to support Crowell Health Solutions with policy and related strategic and business matters for clients. The Senior Consultant completes complex policy research, collaborates on policy development, reviews, interprets and analyzes regulations, rules and statutes and provides recommendations to CHS team leaders for decisions. 

Job Responsibilities
•    Analyzes the research provided on Health Policy relevant to Congressional (e.g., House E&C, Senate HELP, Senate Finance) and Agency activities (e.g., HHS (ONC, CMS, OCR), FTC) – to keep healthcare clients informed and recommend actions to CHS leaders.
•    Identifies policy options and recommended actions based on the summaries of legislation, hearings, and new or upcoming regulations and identifies agency activities (roundtables, conferences, grants, etc.) that may enhance client opportunities for agency engagement.
•    Participates in health policy events for clients (Congressional hearings, agency webinars, roundtable discussions or events by key policy stakeholders, etc.).
•    Facilitates Federal Stakeholder matters to include meetings with regulators and others, prepares materials for meetings and captures discussion for follow up and response to agency officials.
•    Provides strategic counseling through market and policy research and identification of business opportunities and risk.
•    Evaluates the public documents of agencies for clients (e.g., comments to agency action, advisory committee meetings, agency webinars on new regulations/policy) to recommend strategic objectives.
•    Participates in health coalition matters and CHS workstreams through meetings, engaging with coalition and client teams, and providing feedback and recommendations on documents.
•    Analyzes policy and regulatory research to participate in client work.
•    Develops policy recommendations based on research and analysis and liaises with research services for clients or prospective client presentations.
•    Provides business development by writing substantive, tailored content (including thought leadership/blogs), and content for proposals, presentations, etc.
•    Leads projects management of larger projects to ensure timely responsive engagement with clients.
•    Works with the CHS team to analyze organizational practices, identify weaknesses, and recommend solutions for clients. 
•    Other responsibilities as assigned.
 

Qualifications

Requirements:

Education
The position requires a Bachelor’s Degree in Public Health, Public Policy or other related field.  Master’s Degree preferred.

Experience
The position requires a minimum of five (5) years of increasingly responsible, directly related experience during which knowledge, skills and abilities applicable to the position were demonstrated.

Knowledge, Skills and Abilities 
•    Demonstrated knowledge and understanding of health care policies, regulations and trends and the ability to learn and quickly understand new complex policy issues.
•    Ability to provide quality client service to both internal and external contacts, regarding matters of a complex nature. Requires patience, creativity and discretion.
•    Strong research, writing and analytical skills, as well as knowledge or a desire to learn how to use and research Congress.gov, the Federal Register, Politico, the Hill, Congressional Quarterly and other written print and digital materials related to the creation, modification and finalizing or passage of federal legislation and regulation.
•    Demonstrated ability to communicate clearly and effectively, both orally and in writing with attorneys, public policy professionals, staff, and external contacts.
•    Demonstrated ability to organize and prioritize work in a dynamic and complex environment to meet deadlines and daily requirements.
•    Ability to work both independently and as part of a team.
•    Ability to adapt to changing priorities and maintain a productive and committed work effort, meeting deadlines and managing workload.
•    Demonstrated ability to work effectively with others in a cooperative, enthusiastic, and friendly manner to accomplish position functions and participate in team efforts.
•    Intermediate knowledge of MS suite to produce quality written communications such as memos, spreadsheets, slides and standard work documents.
