Job Description

Job Summary:

The Contract Management Specialist is a member of the Practice Support Department, assigned to the Government Contracts Practice Group, whose job function includes efficient and effective handling of advanced-level work.  The Contract Management Specialist will provide full life-cycle government contract management services for several of the Practice Group’s key clients. The position requires a combination of skills in independently drafting and negotiating contract terms and conditions, identifying contractual and business risks, and providing guidance related to post-award contract and subcontract management issues. The Contract Management Specialist has a minimum billing requirement of 1600 hours per year. 

Job Responsibilities:

•    Manage all client requests for assistance in a timely fashion and maintain excellent working relationship with client points of contact, including as applicable, those in management, contracts, legal, finance, and operations.
•    Analyze, interpret and apply various federal, state and local laws, procurement policies and regulations, including but not limited to the Federal Acquisition Regulations and Agency Supplements.
•    Review government requests for proposals and contract terms and conditions for acceptability and contractual or business risk.
•    Support client proposal efforts by attending meetings, reviewing and preparing proposal documentation, including representations and certifications, terms and conditions exceptions, and contract forms.
•    Participate in contract negotiations remotely or in person and provide documentation of revised contract terms and conditions.
•    Draft and negotiate teaming agreements and non-disclosure agreements.
•    Conduct subcontract flow down analysis, draft subcontracts, participate in subcontract negotiations remotely or in person and provide documentation of revised subcontract terms and conditions.
•    Analyze, draft and negotiate contract and subcontract modifications.
•    Team with Practice Group attorneys to provide guidance to clients regarding contract and subcontract performance and interpretation issues and disputes, including terminations.
•    Maintain complete and accurate records of all communications with clients and attorneys and contract/agreement draft versions consistent with Firm document filing technology and applicable procedures.
•    Travel to Firm, client and government offices, as necessary, consistent with Firm and/or client travel policies, as applicable.

Qualifications

Requirements:

Education
The position requires a Bachelor’s Degree. Certified Federal Contracts Manager. 

Experience
The position requires a minimum of seven (7) years of increasingly responsible, directly related experience during which knowledge, skills and abilities applicable to the position were demonstrated consistently. Prior government contracts law firm or legal department experience is a plus.

Knowledge, Skills and Abilities:

•    Expert knowledge of government contracting principles, applicable laws and regulations, contract types, and contracting methods.
•    Knowledge of major federal contracting vehicles, specifically GSA Federal Supply Schedule, DLA E-Cat, DOD E-Mall, as well as state and local contract vehicles.
•    Specialized knowledge in any of the following, while not required, will be helpful: healthcare industry, environmental industry, major systems programs, small business subcontracting, research and development, information technology, construction, architect/engineer contracts, cost accounting standards, cost/price analysis, government property management, and classified programs. 
•    Strong analytical skills, including the ability to understand complex government contracts, clauses, manuals and financial spreadsheets and workbooks.
•    Exceptional organizational skills, including the ability to be detail-oriented.
•    Strong verbal and written skills, and ability to convey complex information in a way that others can readily understand.
•    Demonstrated negotiation and problem-solving skills.
•    Ability to build effective internal and external stakeholder relationships.
•    Extensive experience with Microsoft Word, particularly the track changes feature, as well as Microsoft Excel, PowerPoint, and Outlook.
•    Ability to work independently and maintain quality performance and professionalism under difficult time constraints, increased pressure and changing priorities 
•    Ability to lift and carry items weighing less than 50 pounds
