Job Description

CCI has a Client who Is seeking a Candidate to develop the technical solutions for its 311 service, NOLA 311, that include an internal case management system (CMS), citizen-facing digital tools (e.g. smart phone apps, online platform, etc.), and a Knowledge Base for both internal and external use. These tools will enhance the capabilities of NOLA 311 by providing the call agents and City departments with a robust case management system to manage service requests. These tools will also extend the availability of NOLA 311 services beyond normal business hours so that the community can quickly submit service requests, access and review reports, check status of submitted cases, search for and identify information on their own through channels.  

To better serve the public on a regular basis and in times of greater call volumes, the City wishes to obtain a solution that will include both a case management system and digital tools to serve as new channels through which the community can report issues and access information more quickly beyond normal operating hours. This solution should include (but is not limited to) a case management system, a web portal for citizens to submit requests, a public facing knowledge base, and a mobile app. We anticipate opening these channels may help to reduce the call volume, which in turn, may help City departments manage cases more effectively and transparently. 

The Client seeks a solution to accomplish the following high-level objectives:  

  • Create a case management system that will allow NOLA 311 agents to submit, manage, and track citizens requests for services and also display information requests for departments to manage service requests as assigned;  

  • Create a 311 web portal and/or mobile app that will allow community members to submit, manage, and receive service requests from any web browser or mobile device;  

  • Enable community members to see 311 cases on an map and view details of surrounding cases, with the ability to filter search results by a variety of options; and Access a public-facing knowledge base to view and more efficiently search for information on city services and special events around the City. 

Qualifications

  • Experience Creating a case management system that will allow NOLA 311 agents to submit, manage, and track citizens requests for services and also display information requests for departments to manage service requests as assigned;  
  • Experience Creating a 311 web portal and/or mobile app that will allow community members to submit, manage, and receive service requests from any web browser or mobile device;  
  • Experience Enabling community members to see 311 cases on an map and view details of surrounding cases, with the ability to filter search results by a variety of options; and  
  • Experience Accessing a public-facing knowledge base to view and more efficiently search for information on city services and special events around the City.
