Job Description

Due to the continued growth of the Hong Kong Project Management business, we have a newly created position for a proven QS professional. Reporting to the Head of PjM, this is a diverse role, providing excellent opportunities for further career growth and skills development.

Key Areas of Responsibility, are, but not limited to:

  • Definition of project budgets and cost estimates.
  • Support Project Managers in the pre-qualification of consultants, contractors, suppliers and vendors from a commercial perspective.
  • Support Project Managers in the management of RFP’s, RFQ’s, Bids and Tenders for project consultants, contractors, suppliers and vendors.
  • Commercial evaluations and recommendations of RFP’s, RFQ’s, Bids and Tenders including bid levelling, post tender queries and support in negotiations.
  • Develop and own procurement tracking reports.
  • Identify opportunities to unbundle works packages to obtain true project cost data
  • Manage Value Engineering exercises where required, to drive value and budget compliance.
  • Support the Project Manager in the development of cost options and scenario analysis
  • Manage the contracting process for contract award using industry standard forms of contract.
  • Develop and own Weekly / Monthly Cost Reporting and Tracking tools and templates on all projects and support client procurement platforms where required.
  • Support Project Manager with the review of all Change Requests, Change Orders, Variation Orders.
  • Support Project Manager with the payment certification process. Develop and own payment tracking.
  • Track all project cost data and develop a database of unit price costing.
  • Track developments in the construction industry for trends on labour rates and materials costs.

Qualifications

Required Qualification, Skills and Attributes:

  • Degree in Quantity Surveying or relevant studies.
  • Ideally between 8-10 years professional experience.
  • the ability to write clear and precise reports and to relate complex information in a simple way to a diverse range of people.
  • strong numeracy and financial management skills and the ability to learn sophisticated design and costing IT packages.
