Civitas is a small, high-performing, fully remote team of public health and health care association management professionals who are working to build our new organization both to serve our 170+ member organizations across the country and to deliver on our mission. Our members represent regional health improvement collaboratives, regional and statewide health information exchanges, all-payer claims databases, health data organizations, and affiliated organizations. Our federal and national grant-funded programs focus on multi-site data-driven approaches to advance health and health equity. Job Description
Position Summary
The Senior Director or Vice President of Finance and Operations is a new role on Civitas Networks for Health’s leadership team and will report to the CEO. Civitas is in a critical stage of growth following its founding in 2021 and successful first two years of operations. The new Finance and Operations leader will play a key role in strengthening the financial and operational infrastructure needed for the organization’s long-term sustainability and success.
In partnership with the CEO, Board, and team, the new Finance and Operations leader will further develop, implement, and maintain our financial management strategy including systems, policies and procedures, planning and reporting, and managing third party finance, accounting, audit, and tax partners. In addition, they will be responsible for leading a small team and overseeing operations including human resources, via our Professional Employer Organization, Justworks, and our managed IT services and technology vendors. As a member of the leadership team, they will be expected to be a liaison to the Board, a strong collaborator, and a skillful people and culture leader. They will manage a small team, including an Associate Director, and will need to demonstrate a commitment to professional development with the ability to support and grow the career of this important team leader as well as additional staff across the organization. This is an excellent opportunity for a nonprofit finance leader with experience maintaining financial compliance with the Federal Acquisition Regulation (FAR) and a track record of creative problem solving and change management to join a member- and mission-driven organization looking to increase its impact.

Responsibilities
Strategy, Vision, and Leadership
- Advise the CEO and Board of Directors on financial planning, budgeting, cash flow, investment policies, and policy matters.
- Serve as the management liaison to the Board and Finance, Audit, and Compliance Committee.
- Contribute to the development of strategic goals and organizational objectives and key results.
- Contribute to business development, sustainability, revenue generation and growth planning involving multiple revenue channels.
- Participate in building business cases for new initiatives, capital investments, and partnerships.
Finance, Accounting, and Compliance
- Lead day-to-day financial operations including accounts payable, accounts receivable, membership and sponsorship revenue, and federal/foundation grants, programs, and contracts, in partnership with the Associate Director.
- In partnership with the CEO, lead the annual operating plan and budgeting process, ensuring alignment with strategic focus and priorities.
- Manage relationships with third-party finance and accounting vendors, Professional Employer Organization (Justworks), auditors, tax vendors, etc.
- In partnership with the Associate Director, implement and maintain a robust contracts management and financial management/reporting system; ensure that the contract billing and collection schedule is adhered to, and that financial data and cash flow are steady and support operational requirements.
- Coordinate the annual audit and Form 990 process, liaise with external auditors and the Finance, Audit and Compliance Committee.
- In partnership with the Associate Director, update and implement all necessary business policies and accounting practices, ensuring policies align with regulations of both federal and private funders; improve the finance department’s overall policy and procedure manual; and implement internal controls.
Human Resources and Business Operations
- Provide strategic oversight of administrative human resources functions in partnership with the Associate Director, including recruitment and hiring, compensation and benefits, performance evaluation, professional development, training, and payroll (through the Professional Employer Organization (PEO), Justworks).
- In partnership with the Associate Director and Civitas team, support member operations activities, policies, and procedures.
- In partnership with the Associate Director, review and maintain business and corporate registrations and accounts.
- In partnership with the Associate Director, review and maintain insurance coverage (Liability, Directors and Officers, Worker’s Compensation, Unemployment and Health) and work with the PEO or appropriate brokers regarding changes as needed.
- In partnership with the Associate Director, report on business performance, including financial results and key metrics, providing analysis and insights.
Personnel Management
- Oversee, direct, and organize the work of the small finance and operations team, including the Associate Director and third-party vendors and service providers.
- Promote a culture of high performance and continuous improvement that values diversity, equity, inclusion, learning, and a commitment to quality.
- Ensure staff members receive timely and appropriate training and development.
- Mentor and develop staff using a supportive and collaborative approach: assign accountabilities; set objectives; establish priorities; and monitor and evaluate results.

- Bachelor’s Degree with a concentration in Business, Accounting, or Finance; MBA or similar advanced degree and CPA or CMA is required for the Vice President role.
- Minimum of 10+ years of progressive experience in finance, accounting, and business operations, with significant financial planning and analysis experience.
- Domain experience in healthcare, public health, nonprofit/association/member organizations, or other related, regulated industries.
- Experience working in high-growth organizations with annual budgets in the $5M-$10M range and diverse revenue sources, including, but not limited to, federal and foundation grants and programs.
- Advanced knowledge of, and experience with Federal Acquisition Regulation (FAR) and maintaining financial compliance aligned with the FAR.
- Advanced knowledge of industry standard accounting and AP/AR tools, including Sage Intacct, BILL, and payroll systems.
- Experience in human resources, benefits administration, and associated business operations.
- Expert computer and information management skills, including Microsoft 365/SharePoint/Teams, email management, and communications and project tools such as Slack, Salesforce, and Monday.com.
- Excellent organizational and time management to manage multiple tasks and meet deadlines.
- Strong attention to detail and accuracy in data entry and record-keeping.
- Effective verbal and written communication skills, with the ability to communicate professionally and tactfully with stakeholders at all levels.
- Ability to work independently as well as collaboratively within a team environment.
- Flexibility and adaptability to changing priorities and work demands.
- Demonstrated commitment to maintaining confidentiality and managing sensitive information with discretion.

Compensation
- Salary range: $110-$150k/year depending on qualifications and experience, eligible for a performance-based bonus. Please note, this role is open to candidates with experience and qualifications for either the Senior Director or Vice President role. Location and Travel Requirements
- This is a fully remote position with occasional travel requirements. Employees must reside and perform their duties within the geographical boundaries of the United States, excluding its territories.
- Our team and organizational members are located across the U.S. They are expected to work for approximately 8 hours per day/40 hours per week and should be available during core team hours of 12 PM – 4 PM ET. Furthermore, the Senior Director or Vice President is expected to be flexible to meet the needs of colleagues, members, and partners in other time zones.
- While the position is fully remote (no physical home office), employees must have a private and reasonably quiet place to work with consistent and fast internet and phone access.
