Civitas is a small, high-performing, fully remote team of public health and health care association management professionals who are working to build our new organization both to serve our 170+ member organizations across the country and to deliver on our mission. Our members represent regional health improvement collaboratives, regional and statewide health information exchanges, all-payer claims databases, health data organizations, and affiliated organizations. Our federal and national grant-funded programs focus on multi-site data-driven approaches to advance health and health equity. Though the team is small, the national network reaches 95% of the United States. The ideal person to serve in this role is looking for an opportunity to grow within a dynamic nonprofit organization with an important mission and is interested in developing subject-matter expertise in Civitas’ areas of focus.  

Job Description

Position Summary  

Civitas is hiring an experienced and passionate Program Director to lead grant funded programs focused on data driven approaches to advance health and health equity. Civitas programs are complex, multi-site programs leveraging network expertise to lead resource development, dissemination, and training and technical assistance on topics related to quality improvement, population health, health equity, health information exchange and data interoperability. The ideal candidate will have experience leading related complex, multi-faceted programs. They will also have experience and expertise working with a variety of private and federal funders and reporting to diverse stakeholders.  

Reporting to the Senior Director, Business Development and Programs, the Program Director will be responsible for deliverables of grant funded programs, providing support to our partners and participants, building program meeting materials and decks and supporting regular program evaluations. The Program Director will work with the program/project teams to develop, maintain and deliver progress, activity and outcomes reports to internal and external stakeholders. 

This position may be term limited and is funded by one or more grant programs. While Civitas Networks for Health will always seek to offer continued employment to valued team members when grants and programs end, this position will be funded on a yearly basis to start. This means that the term of employment may be limited to one year.  

Responsibilities 

  • Responsible for all goals and deliverables for an assigned portfolio of grant funded programs. 

  • Manage program budgets and assures accountability for use and control of grant funds. 

  • Ensures compliance with funding agency policies, procedures, and regulations. 

  • Responsible for development and maintenance of program reports presenting programmatic data, risks and mitigation plans to key stakeholders. 

  • Assure collaboration across internal project team and external partners. 

  • Design, attends and facilitates in person and virtual team meetings, regional and/or national events, advisory groups and focus groups as needed to meet deliverables. 

  • Engage with grant partners across our programs and provide support in capturing knowledge and outcomes of each partner activity. 

  • Create and manage new platforms for dialogue, knowledge capture, and dissemination (events, working groups, roundtables) to best meet project and partner needs. 

  • Oversee project teams which may include direct reports and both internal and external project partners. 

  • Stay up to date on key industry issues and trends and maintain a strong understanding of the competitive landscape, challenges and opportunities. 

  • Support proposal development and acquisition of new grants and contracts. 

Qualifications

Requirements

  • Bachelor's degree with a major in a healthcare/public health related field or equivalent work experience. Master’s degree in public health, public policy, or a related field preferred. PMP certification a plus, but not required. 

  • 8-12 years of relevant work experience, ideally in nonprofit grants administration or related fields, including budget management, personnel management, data analysis, and reporting.  

  • Knowledge about the latest policies and trends in health improvement, health equity, quality improvement, health information exchange and health data interoperability required. 

  • Excellent interpersonal, communications, and client service skills, with an open and collaborative work style and commitment to get the job done. Must be curious, thorough, and extremely detail oriented. 

  • Demonstrated experience managing program/project staff and contractors, responsibility for program/project budgets, and delivering on-time and high-quality program deliverables to funders and clients.  

  • Demonstrated experience planning, coordinating and organizing complex, multi-activity programs and projects with the ability to manage multiple competing priorities. 

  • Demonstrated expertise in defining research problems, collecting and analyzing data, establishing facts and drawing valid conclusions for reporting purposes. 

  • Excellent computer skills with high level of competency in Microsoft Office products and other software tools for grants and program management. Comfort and experience with remote communications tools such as Slack and Zoom.  

  • Demonstrated commitment to high professional ethical standards. 

Additional Information

Compensation 

  • Salary range: $90,000—$110,000/year for the full-time position depending on title, qualifications and experience and eligible for a performance-based bonus.

Location and Travel Requirements 

  • This is a fully remote position with occasional travel requirements. 

  • Our team primarily works East Coast hours (Maine, DC/Maryland, Michigan, Florida, and Georgia) and the expectation is that this person will be available during East Coast core hours of 9 AM – 5 PM EST. 

  • While the position is fully remote (no physical home office), employees must have a private and reasonably quiet place to work with consistent and fast internet and phone access.
