Agency Description
The Managing Director’s Office (MDO) manages and oversees the operations of the City. Working with five Cabinet-level Deputies, operational oversight is divided into specific departmental clusters: Health and Human Services, Community and Culture, Community Services, Public Safety and Criminal Justice, and Transportation and Infrastructure.
The Administrative Services Unit (ASU) is the principal administrative and financial unit of the MDO. The ASU provides functional service and support to MDO employees and leaders to navigate City processes required to deliver services to the public.
Job Description
Position Summary
The Human Resources Associate, Employee Relations, Safety and Training serves in an administrative support role within the ASU, provides functional support to employees within the MDO clusters and other assigned departments. This is a results-oriented position focused on a variety of Human Resources tasks which include employee relations, training and safety that enhance and improve MDO’s operations. This position will supervise Human Resources Assistant and reports to the Deputy Human Resources Director.
Essential Functions
Duties include, but are not limited to:
Employee Relations:
Act as first point of contact for receiving incoming employee relations inquiries.
Respond to and resolve complex employee complaints regarding work related issues.
Prepares documents and coordinate scheduling of disciplinary hearings.
Provide employee relations guidance to manager and supervisors.
Conduct investigations and prepare relevant documentation, partnering with Employee Relations and/or Law department as appropriate.
Recommend appropriate resolution of complaints, develop action plans and follow up to ensure completion.
Attend unemployment hearings and monthly HR Manager meetings.
Training:
Schedule and oversee training for new hires and current employees through the Learning Management System (LMS).
Maintains records of training and development activities, attendance, results of tests and assessments, and retraining requirements.
Safety:
Conduct safety training for the department.
Perform safety audits and inspect facilities, machinery, and safety equipment to identify and correct potential hazards.
Submit vehicle accident and occupational injury reports.
Order and maintain safety supplies and equipment. Research new or improved equipment and supplies as needed.
Oversee departmental fiscal year goals & objectives.
Meet with Safety Liaison to discuss safety goals for the department.
Attend monthly Safety meetings.
Additional Duties:
Oversee and maintain Outside Employment and Residency Database.
Assists Deputy Human Resources Director on a variety of special projects.
Performs other duties as required.

Exceptional organizational skills - able to effectively track status of a variety of tasks/projects and utilize systematic organization tools to meet deadlines and manage workload

Flexibility to both work independently and as part of a team
Must be proficient in Oracle database management system
Fluency in Microsoft Office Suite
Initiative and solution oriented
Ability to handle sensitive and highly personal information on a daily basis and maintain confidentiality
Strong communication and time management skills
Strong interpersonal skills with the capacity to collaborate across diverse teams and city departments
Qualifications
Bachelor’s degree in human resources or equivalent field of study required or equivalent experience.
Three – five years experience as a Human Resources Generalist or related field or equivalent combination of training and experience.
HR Certifications through a Professional HR Program preferred.
Two years of demonstrated experience in developing and delivering onboarding and training programs.
Experience with Workers Comp claims or Safety incidents.
Experience working in a large governmental environment preferred.

Salary Range: $70,000-$77,000
