The Office of Innovation & Technology (OIT) is the central IT agency for the City of Philadelphia headed by the Chief Information Officer (CIO). OIT oversees all major information and communications technology initiatives for the City of Philadelphia - increasing the effectiveness of the information technology infrastructure, where the services provided are advanced, optimized, and responsive to the needs of the City of Philadelphia’s businesses, residents, and visitors. OIT responsibilities include: identifying the most effective approach for implementing new information technology directions throughout city government; improving the value of the city’s technology assets and the return on the city’s technology investments; ensuring data security continuity; planning for continuing operations in the event of disruption of information technology or communications services; and supporting accountable, efficient and effective government across every city department, board, commission and agency.

Job Description

The SQL Developer/.NET Developer plays a crucial role in automating processes, maintaining and updating data systems using SQL Server 2019 and up, and supporting ongoing development for a jail management application. This position requires expertise in SQL Server database administration, ETL processes, and .NET development to create efficient, reliable solutions. The successful candidate will be proficient in writing complex SQL queries and developing applications using the .NET framework. 

Essential Functions
•    Monitor, safeguard, and optimize the ETL process to extract data from various sources into a data warehouse staging area using SSIS/.NET.
•    Implement additional data sets from new sources and move data from the staging area into the data warehouse star schema.
•    Maintain and enhance business rules and transformations to cleanse and standardize data for reporting and analysis.
•    Database Design & Data Warehousing:
•    Design and implement aggregate tables, views, and virtual tables to optimize query performance.
•    Perform ongoing data modeling and maintenance of the data warehouse, ensuring alignment with business needs.
•    SQL Server Database Administration:
•    Perform database administration tasks to support optimal performance of SQL Server 2019 or later databases.
•    Handle routine operational issues related to the data warehouse.
•    Work with MIS staff to implement backup and recovery procedures.
•    SSIS & SSRS Development:
•    Design and develop SSIS packages to manage ETL processes, including complex data transformations and load procedures.
•    Build and enhance SSRS reports using Visual Studio, ensuring they meet business reporting requirements.
•    .NET Application Development:
•    Develop and maintain applications using the .NET framework, integrating with SQL Server databases to deliver scalable business solutions.
•    System & Server Support:
•    Provide support for Windows Server 2019-2022 operating environments and maintain compatibility with the IJMS (ATIMS) system.
•    Ensure optimal performance of Microsoft SQL Server 2019 or later.
•    Collaboration & Training:
•    Collaborate with team members and stakeholders to translate business needs into technical solutions.
•    Provide training and technical guidance to MIS support staff.
•    Offer feedback on software licensing needs for database and development tools.
•    Performance Monitoring & Optimization:
•    Monitor the performance of reports and data processing, resolving issues to ensure accurate and timely delivery of data.

Qualifications

•    Establish and maintain effective working relationships with associates, departmental officials, and outside consultants.
•    Analyze and present complex data structures.
•    Learn the operations, functions, data, reporting needs, and business requirements.
•    Learn the regulations, ordinances, policies, and procedures related to the work of the Prisons.
•    Read, interpret, and understand technical information and apply cross-functional knowledge.
•    Effectively present information and respond to questions from managers, co-workers, and system users.
•    May assist with planning, organizing, and directing the work activities of outside consultants and/or systems analysts and programming personnel assigned to a team.
•    Advise OIT and Prisons management with respect to systems development projects and/or enhancements.
•    Job Scheduling (creation, modifying, and monitoring).
•    Microsoft SQL Server 2017 or later (Preferred).
•    .NET application development with knowledge of C# (Preferred).

Additional Information

Salary Range: $75,000 - $85,000
