Agency Description
The Managing Director’s Office of Transportation, Infrastructure, and Sustainability (OTIS) is charged with driving change through our transportation and infrastructure systems. OTIS leads a portfolio of departments, including Streets Transportation, Streets Sanitation, Philadelphia Water Department (PWD), and the Office of Sustainability to provide cost-effective quality services with a focus on the resident. OTIS staff have a passion for Philadelphia and are dedicated to making a positive impact. OTIS collaborates with a wide variety of organizations such as Amtrak, DVRPC, PATCO, PennDOT, and SEPTA.

Job Description
OTIS seeks qualified graduate student or recent graduate applicants for its Summer 2024 Internship Program. OTIS program interns will support various office initiatives on both an ad-hoc basis and on long-term projects. Interns will report to a single supervisor on a regular basis and will support various OTIS staff members, as well as colleagues from partner departments. While interns will be assigned to projects as needed, we ask that candidates rank 2-3 of the following roles:
Vision Zero Program Intern: Intern will work with the Office of Complete Streets’ Vision Zero program on implementing the Vision Zero Action Plan, the City’s traffic safety initiative. Intern will support the program through crash data analysis and other technical assistance relating to the Neighborhood Slow Zone program as well as the Vision Zero Task Force. Tasks may also include developing products for the Vision Zero marketing campaign and Safe Routes Philly educational materials as well as supporting community outreach projects as needed. Skills/Experience – Proficiency in ArcGIS, Microsoft Excel, and Microsoft PowerPoint required. Proficiency in R/RStudio, Adobe inDesign, and Adobe Illustrator a plus but not required.
Complete Streets District Intern: Interns will work with the Office of Complete Streets’ Districts on transportation projects throughout the city. Intern will work on projects related to implementing the high-quality bike network, slow zone and pedestrian enhancement projects, and transit/corridor planning projects. Tasks may include creating complete streets designs, researching and writing policy memos, and spatial or statistical data analyses. Skills/Experience – Proficiency in Adobe inDesign, Adobe Illustrator, Microsoft Excel, and Microsoft PowerPoint required. Proficiency in ArcGIS preferred.
Indego Bike Share System Intern: Intern may assist City staff with various tasks related to the Indego planning and expansion process. Applicant should have strong interest in equitable bike share and a passion for community engagement and transportation. Skills/Experience – Adobe Indesign/Illustrator, PowerPoint, Excel, Graphic Design and Client Relationship Management.
Federal Infrastructure Strategy Intern: Intern will work with OTIS’s Infrastructure Solutions Team on various tasks pertaining to the implementation of the Bipartisan Infrastructure Law (BIL) in Philadelphia. Intern will support the team through research and analysis of current federal, state, and City policies, grant opportunity and project review, data compilation, and technical writing. A focus of this work is to ensure the nearly $1B investment from BIL grows generational wealth for underserved communities. The intern will assist with pilot projects of new strategies to grow workforce and business opportunity with infrastructure investments for Philadelphia communities. Skills/Experience – Proficiency in Microsoft Excel and Microsoft PowerPoint required. Proficiency in Adobe InDesign and Adobe Illustrator, preferred.
Grants and Funding Strategy Intern:
Intern will work with OTIS’s Grants Department to identify grant opportunities from Federal, State, and Regional agencies. Intern will support the team in researching grant notifications and creation of grant guides and presentations for kick-off meetings. Also, assist with proposal development on exciting projects around the City of Philadelphia. Skills/Experience – Strong written and verbal communication skills, Proficiency in Microsoft Office Suite, Adobe InDesign and Adobe Illustrator are a plus.
Electric Vehicle Strategy Intern:
Intern will work with the City’s Senior Policy Advisor for Electric Vehicles and Parking on various mapping, data collection, and research projects. This work will focus on opportunities to equitably expand access to public electric vehicle charging infrastructure while balancing other transportation modes throughout the City. Skills/Experience- Proficiency in GIS, Excel, Adobe InDesign are a plus.
OTIS seeks self-directed individuals with interests in transportation policy and planning and a commitment to Philadelphia. While many interns have a background in City Planning, any applicants with the required skills and interests from different areas of study are encouraged to apply. Exact dates are flexible. The OTIS intern may work up to 40 hours per week.
