The Office of Sustainability (OOS) is within the portfolio of the Managing Director’s Office of Transportation, Infrastructure, & Sustainability (OTIS). Also included in this portfolio are the Streets Department, the Water Department, and the Office of Complete Streets. Together, the OTIS portfolio drives change through transportation and infrastructure systems with policies and programs that provide cost-effective, quality services with a focus on residents.

OOS works with partners around the city to improve quality of life in all of Philadelphia neighborhoods through addressing environmental justice, reducing the city’s carbon emissions, and preparing Philadelphia for a hotter and wetter future. Our Climate Resilience team addresses the impacts of climate change on Philadelphia by assessing and communicating climate risk and developing plans, programs, and policies that build resilience, protect residents, advance environmental justice, and improve quality of life. Our Environmental Justice team advances environmental justice through education, policy advising, directly resourcing frontline communities, and supporting the resident-led Environmental Justice Advisory Commission. Our Climate Solutions team advances Philadelphia’s citywide equitable clean energy transition to meet climate goals through building energy benchmarking and performance policies and is developing an energy poverty alleviation strategy through Inflation Reduction Act funding opportunities. Our Municipal Energy Office reduces the City’s carbon footprint through strategic management of its energy portfolio by reducing energy use, using smart procurement, and increasing the use of renewable sources.

Job Description

The Project Manager of Flood Resilience will play a crucial role in addressing both flood risk management and stormwater pollution prevention. Reporting to the Program Manager of Flood Resilience and Compliance Strategy, this position will oversee a range of climate resilience-based projects and stormwater-related permit compliance throughout the city. The primary objective is to support the implementation of strategic plans and the development of internal and external resources that effectively mitigate challenges posed by a changing climate, including higher average temperatures, severe storms, and increased flooding events. In this capacity, the Project Manager will work closely with various City departments, communities, and external partners and agencies. Their responsibilities encompass project design, implementation, and reporting. Moreover, they will provide technical expertise to assess the potential impacts of climate change and bridge critical resource gaps.

Given that flooding is Philadelphia's leading natural hazard and is expected to become more prevalent in the future, the Project Manager will have a specific focus on advancing a comprehensive approach to flood risk management and flood impact mitigation. This will involve providing programmatic support and working with subject-matter experts to drive targeted initiatives aimed at reducing flood risk, minimizing damage in flood-prone areas, and improving stormwater management on City-owned sites. These initiatives include creating an internal training and education framework and updating and enhancing resources, plans, and policies. By fulfilling this role, the Project Manager will contribute to achieving the sustainability goals outlined in the City’s Climate Resilience Plan, the Flood Risk Management Task Force (FRMTF) Strategic Plan, and Clean Waters Task Force (CWTF) Directive and Strategic Plan.

To support the goals of FRMTF and CWTF, this position will support actions that further the City’s preparedness to more frequent flooding and facilitate citywide compliance with Philadelphia’s MS4 permit. Both objectives will require the identification of resources and funding opportunities, close coordination with internal partners, and implementation of a range of flood and stormwater management measures. Specifically, coordination and facilitation of MS4 permit requirements will involve consistent coordination with the Philadelphia Water Department, which manages the City’s MS4 permit.

Essential Functions:
· Collaborate with internal and external partners to identify, develop, and implement climate risk mitigation and stormwater management projects and programs.
· Facilitate meetings with partners to coordinate and provide updates on resilience initiatives of the Flood Risk Management Task Force and Clean Waters Task Force.
· Work with Office of Sustainability staff to ensure the effectiveness of new initiatives and alignment with ongoing initiatives.
· Conduct site visits to ensure compliance with stormwater management and flood resilience best practices.
· Conduct an engaging training program and training manuals for City employees and contractors to sustain the capital investments at City facilities.
· Report on project milestones and prepare deliverables.
· Support applications to federal, state, and philanthropic grant opportunities.
· Oversee resilience audits at priority facilities, with the assistance of consultants.
· Advise partners on current flood resiliency standards and practices.
· Work with consultants on the design and implementation of resilience measures.

· Experience with Microsoft Suite.
· Comfortable and effective working both independently and in teams.
· Ability to articulate environmental burdens and effectively convey and translate an equitable solution to a diverse range of audiences.
· Position requires the use of City vehicles or carshare vehicles on City business.
· Position requires individuals to climb ladders, enter equipment rooms, and traverse rooftops to conduct resilience audits.

Qualifications

Required:
· Bachelor’s degree in environmental science or directly relevant field, and at least two years of full-time professional level experience working in an established business or public entity setting, or any equivalent combination of education and experience.

Preferred:
· A valid driver's license and have an acceptable driving record is preferred. More information on rideshare/transit reimbursement is available upon request.
· CFM, floodplain management certification.
· LEED Green Associate credentials.
· Familiarity with flood mitigation, stormwater management, or emergency management.
· Knowledge of new and emerging trends in climate resilience and risk mitigation strategies.
· Familiarity with racial equity and environmental justice issues.
· Experience with stakeholder engagement and meeting facilitation.
· Graduate-level degree.
· Experience with facility audits, contract management, and project management.

Salary Range: $70,000 - $80,000
