Agency Description
Join our dynamic team at the Philadelphia City Council, the legislative arm of the municipal government, comprising of seventeen members, including ten elected by district and seven from the city-at-large. The Neighborhood Service Advocate will work in the Office of Anthony Phillips in the 9th Council District which stretches through Northwest and Northeast communities, including Melrose Park, Crescentville, Fern Rock, West Oak Lane, East Oak Lane, Olney, Lawncrest, Lawndale, Burholme, Castor Gardens, Summerdale, Oxford Circle, East Mt. Airy and Logan.
Job Description
This constituent-facing role connects residents to local government agencies and services and is critical to building trust between constituents and the Office of Anthony Phillips. The Neighborhood Service Representative will be responsible for assisting the community in addressing a range of issues, including but not limited to housing issues, education, employment, neighborhood quality of life issues, and safety concerns.
Reports To: Director of Neighborhood Services
Essential Functions
Neighbor Engagement:
- Collaborate directly with residents in the 9th Council District to promptly address issues with city, state, or other entities.
- Responsibly greet and engage with neighbors, providing accurate information and necessary forms.
Issue Monitoring and Reporting:
- Monitor and analyze trends in concerns and complaints.
- Provide regular updates to colleagues on neighbor inquiries and resolutions.
- Utilize an online tracking system to meticulously record and maintain updates on neighbor inquiries, case developments, and resolutions.
Community Engagement:
- Contribute to the planning and execution of events, demonstrating organizational and facilitation skills.
- Proactively engage with neighborhood associations, community groups, and individuals through mobile services.
- Participate in meetings as needed during evenings and weekends.
Relationship Building:
- Foster positive relationships with the Councilmember, staff, and residents.
- Contribute to the enhancement of neighbor service practices, procedures, and contact databases.
Administrative Support:
- Support the offices in City Hall and the District by ensuring access to updated resources from various local, state, and federal agencies.
Additional Responsibilities:
- Fulfill any additional duties as assigned with professionalism and dedication.
Competencies, Knowledge, Skills, and Abilities
Knowledge of:
- constituent services and/or case management is preferred.
- functionality of city services is preferred.
Ability (Physical)
- able to lift 25 pounds.
- able to walk neighborhoods for up to 2 hours for outreach purposes.
Skills:
- Strong familiarity with MS Office Suite (Word, Excel, Outlook, PowerPoint), and (CRM) software preferred.
- Valid Driver's License and vehicles are strongly preferred.
Work-Life
Working hours are generally 37.5 hours per week in the District Office located at 1503 Wadsworth Avenue to respond to neighbors who visit the office.
Qualifications
High school diploma or general education degree (GED) or a college/university degree; or one-year related experience.

Salary Range: $45,000 to $50,000
